Article 6: Development Standards 103 <br /> Section 6.10: Roadway Improvements&Multi-Modal transportation <br /> (c) Roadways and/or signalized intersections must be designed to maintain <br /> adequate service levels and assure user safety. <br /> (d) Highway design and siting must respond to present and projected <br /> capacity/volume deficiencies as identified in the Traffic Impact Study, if <br /> required. <br /> (e) New collector and local streets, serving residential or commercial <br /> development, must meet the specifications and standards contained in <br /> Section 7.8 of this Ordinance and/or NCDOT Construction Standards for <br /> streets with curb and gutter section. <br /> (f) On-street parking is not permitted on collector streets which will intersect <br /> with existing thoroughfares proposed as bicycle routes in the Regional <br /> Bicycle Plan. <br /> (g) In lieu of on-street parking,four-foot bike lanes must be delineated on <br /> each side(curb)of the street. <br /> (2) Pedestrian Circulation <br /> (a) Walkways or sidewalks must be provided along all new collector and <br /> arterial streets. <br /> (b) A minimum four-foot wide planting strip between sidewalk and curb shall <br /> be provided. <br /> (c) In all cases, public sidewalks, and walkways on private property, must be <br /> at least four feet in width and clearly marked with paint or a contrasting <br /> surface material. <br /> (d) In addition, barrier-free design must be incorporated into sidewalk and <br /> walkway systems for use by the handicapped. <br /> (e) Buildings must be sited in ways which make their entries or intended use <br /> clear to approaching users and visitors. Clear pedestrian entries from the <br /> street and not just from adjacent parking areas are to be provided. <br /> (f) Locate parking areas to the side or rear of buildings and relate building <br /> facades to the street, public sidewalks, and transit stops. <br /> (g) In the area between the public realm of the street and the private realm <br /> of the residential complex or commercial building, provide a transition <br /> consisting of a well landscaped front yard, a low fence or wall,a <br /> recessed entry,a courtyard,or other device that promotes privacy but <br /> visibility from the street. <br /> (3) Bicycle Circulation <br /> (a) Development projects which abut a proposed bicycle route must make <br /> provision for bicycle parking/storage as part of the comprehensive site <br /> development plan. <br /> (b) In addition,such facilities are to be provided in conjunction with <br /> designated transit stops. <br /> (c) Bicycle parking and storage facilities,as well as the installation and/or <br /> delineation of bike lanes must be done in accordance with the standards <br /> contained in The Regional Bicycle Plan- Durham and Orange Counties <br /> North Carolina Bicycle Facilities Planning and Design Criteria. <br /> right-of-way requirements(which is something a bit different)is referenced in(a).
