<br />Chair Carey said that he understands these circumstances and he hopes they will find a <br />way to overcome these circumstances. <br />A motion was made by Commissioner Jacobs, seconded by Commissioner Nelson to <br />approve adopting a revised Affirmative Action Program and receive the Affirmative Action <br />Program Report for the period ending December 31, 2006; authorize the Manager to update the <br />Affirmative Action Program Report as necessary; and authorize the Chair to sign the letter <br />transmitting the Affirmative Action Program. <br />Commissioner Gordon said that this is with the understanding that it will come back <br />within a year. <br />UOTE: UNANIMOUS <br />c. Creation of Historic Rogers Road Community Enhancement Plan <br />Development and Monitoring Task Force and Appointment of Members <br />The Board considered approving the creation of a Historic Rogers Road Community <br />Enhancement Plan Development and Monitoring Task Force based on an initial proposal by <br />BOCC Chair Moses Carey, Jr. and amended based on Board discussion at the April 24, 2007 <br />regular meeting; to discuss as necessary a map defining the Historic Rogers Road community; <br />and to appoint members of the Task Force. <br />There was a revised pink sheet for this. <br />Clerk to the Board Donna Baker said that the application process was open until 5:00 <br />p.m. yesterday, and applications were still coming in after 3:00 p.m. today. She said that she <br />wanted to include as many as possible. Chapel Hill has this on the agenda Monday night, and <br />Carrbaro should discuss it within the next week. <br />Laura Blackmon made reference to the aerial map on page 11, the planning jurisdictions <br />map on page 12, and the Rogers Road Neighborhood Parcel Information Key Map on page 13. <br />Staff perceives the historic area to be the map on page 13. <br />Donna Baker explained that the County Commissioners only had to appoint three <br />residents and two County Commissioners until the Towns report back. <br />A motion was made by Commissioner Jacobs, seconded by Commissioner Foushee to <br />appoint Ms. Neloa Barbee Jones, Ms. Bonnie Norwood, and Ms. Jean Stroud to the Historic <br />Rogers Road Task Farce. <br />Chair Carey and Commissioner Foushee agreed to serve on this Task Force. <br />VOTE: UNANIMOUS <br />Chair Carey asked if the Board agreed with the map on page 13. Commissioner Nelsor <br />said yes, with the understanding that at the first meeting this should be discussed to make sure <br />that the residents agree. Commissioner Jacobs agreed. <br />7. Board Comments <br />Commissioner Foushee -none. <br />Commissioner Nelson said that he was part of a small group of Orange and Chatham <br />Counties to talk with Congressman David Price about Shearon Harris Nuclear Power Plant and <br />the Nuclear Regulatory Commission. As a group, they communicated the concerns regarding <br />oversight, particularly the fire safety issues. There was a good discussion. <br />Commissioner Nelson said that he got an email from a Carrboro resident that lives near <br />Elementary School #10, and the concern was that a greenway was supposed to be built from <br />the neighborhood and was included as part of the school and the park site. He asked if there <br />was any way to construct the greenway now, with OWASA constructing lines. <br />Laura Blackmon said that she is not sure how far along OWASA is in the process. <br />
