Commissioner Jacobs suggested asking staff to come back with information on the <br /> Hogan House and the costs of deconstructing it. He said that when the County did the water <br /> line before, staff went house-to-house and some people were afraid. He said that there has to <br /> be a better way to engage the community. <br /> Commissioner Hemminger asked if there was money set aside for citizens to connect to <br /> the water system. <br /> Frank Clifton said that there is money set aside for the purpose of paying the charges <br /> of OWASA (permits, connection fees, etc.). What is not set aside is the cost to the run the line <br /> from the house. <br /> Commissioner Hemminger agreed with Commissioner Foushee and said that the <br /> Hogan house is not sustainable for long-term usage. She wants the house to be saved. She <br /> suggested engaging Habitat for Humanity on how to save this house. <br /> Commissioner McKee said that the funding should be concentrated on the services to <br /> the community and helping mitigate the environmental issues such as the smell. <br /> Frank Clifton suggested adding to the motion for the Town of Chapel Hill to do an <br /> expedited approval process for this facility. <br /> Commissioner Yuhasz said that he supports having a new structure for the community <br /> center. He also supports modifying the motion to include the Manager's suggestion of an <br /> expedited process. <br /> Commissioner Hemminger said that she supports the modification of the motion. <br /> The motion was amended to include the request to ask the towns to expedite the <br /> permitting process. <br /> Chair Pelissier said that Commissioner Hemminger and Commissioner Foushee should <br /> make a personal call to the members of the task force to inform them of the Board's motion of <br /> intent. <br /> Frank Clifton said that the issue of the Greene Tract could be put on the table at the <br /> Assembly of Governments meeting. <br /> Commissioner Gordon said that it has to be an open discussion about the Greene <br /> Tract, and also the school system may weigh in that they need more than one site for future <br /> schools. <br /> Commissioner Jacobs said that he wonders about the 3,000 square foot building and <br /> he hopes that the Board discusses the possibility of building a bigger community center. He <br /> wants this facility to meet the needs of the community. <br /> VOTE: UNANIMOUS <br /> b. Oranqe County's Recommendations Reqardinq Goals for Inclusion in the <br /> North Carolina Association of County Commissioners' (NCACC) 2013-14 Leqislative <br /> Goals Packaqe <br /> The Board considered a Resolution Detailing Orange County's Recommendations <br /> Regarding Goals for Inclusion in the North Carolina Association of County Commissioners' <br /> (NCACC) 2013-14 Legislative Goals Package and authorizing the Chair to sign. <br /> Greg Wilder said that every two years there is a process to develop these goals. The <br /> purpose is to develop a consensus across the state for issues that can guide the General <br /> Assembly for the next two years. The deadline for submittal of goals is September 17, 2012. <br /> The Legislative Issues Work Group has met, which consists of Commissioners Jacobs and <br /> McKee as well as staff inembers and the County Attorney. The work group has developed a <br /> proposed resolution, which is Attachment 2 on page 30. <br />
