5 <br /> • Additional recommendations are found in Section 4 of this report, along with a collection of <br /> tools and sample templates in the appendices. <br /> Through the structure outlined in the IT Plan, Orange County has refined its focus on high-priority IT <br /> initiatives and continues to work toward integration of disparate data and systems into unified, cost- <br /> effective solutions. Additionally, measures of success are offered to ensure a focus on customer <br /> service and delivery. Finally, the plan outlines the required investments in infrastructure and <br /> technology initiatives that will provide a foundation for long-term economic viability and service <br /> enhancement. The investments will identify two main areas of focus, citizen engagement and county <br /> operational efficiency/effectiveness. Both areas of investment are equally important, with specific <br /> timing of the investments outlined to reap maximum benefits. <br /> As Orange County executes the Strategic IT Plan, its citizens will continue to see improvements in the <br /> quality and accessibility of County services. The residents will have their personal information <br /> protected and taxpayers should rest assured that IT investments are being selected, implemented, <br /> and managed wisely. Furthermore, County employees will have the tools needed to provide the <br /> highest-quality services to their customers. Orange County will continue to serve its residents, <br /> businesses, and visitors as effectively as possible by turning this plan into action. <br /> 3 <br />
