17 <br /> 1 Federal Highway Funds <br /> 2 Clean Water Trust Fund <br /> 3 Bernard Allen Fund <br /> 4 <br /> 5 These are mostly federal grant opportunities which are administered through the State. After <br /> 6 reviewing all of the grant opportunities the Task Force was able to identify only two possible <br /> 7 grants to fund sewer infrastructure, a Community Development Block Grant or a Clean Water <br /> 8 Trust Fund Grant. <br /> 9 <br /> 10 Lastly they contacted Congressman Price's office, and those federal grants are no longer <br /> 11 available. <br /> 12 <br /> 13 Michael Talbert said that there is no grant money that the County would qualify for at this time. <br /> 14 <br /> 15 <br /> 16 NEIGHBORHOOD COMMUNITY CENTER: <br /> 17 <br /> 18 The second assignment of the Historic Rogers Road Neighborhood Task Force is to investigate <br /> 19 the possibility of providing a Neighborhood Community Center to the Historic Rogers Road <br /> 20 Neighborhood. <br /> 21 <br /> 22 Hogan-Rogers House: <br /> 23 The Preservation Society of Chapel Hill compiled a report on the historic Hogan-Rogers House <br /> 24 as a potential Neighborhood Community Center for the Historic Rogers Road Neighborhood, <br /> 25 <br /> 26 The St. Paul A.M.E. Church has purchased the Hogan-Rogers House and property surrounding <br /> 27 it in order to build a new church complex on the site. Plans call for removal and/or demolition of <br /> 28 this historic house as early as 2013. The Preservation Society began working with the Rogers- <br /> 29 Eubanks Neighborhood Association, St. Paul Church, and Habitat for Humanity to relocate and <br /> 30 restore this home that holds over 170 years of history for Chapel Hill's white and black <br /> 31 community. Currently, the house is listed on the North Carolina State Historic Preservation <br /> 32 survey conducted in 1999. <br /> 33 <br /> 34 Habitat for Humanity has graciously indicated its support by donating two lots to relocate the <br /> 35 home. The historic home would have to renovated and used as a center for neighborhood <br /> 36 programs and activities. Habitat's support for the home's relocation and restoration is <br /> 37 contingent on a commitment of funding allocated to the Rogers Road Neighborhood to <br /> 38 complete the project. <br /> 39 <br /> 40 Blake Moving Company, Inc. presented an estimate of $740,499 see Estimated presented to <br /> 41 Rogers Road Task Force below, for the relocation of the Hogan-Rogers home to Purefoy <br /> 42 Drive. Habitat has determined that the first two lots in the Phoenix Place subdivision, which are <br /> 43 at the corner of Purefoy Drive and Edgar Street, would be the best location for the relocation of <br /> 44 the structure. Blake presented examples of historical structures that the company has <br /> 45 successfully moved. <br /> 46 <br /> 47 Blake's assessment of the historic home is that structure is sound, some repairs need to be <br /> 48 made after it is moved, and there will not be any issues with the relocation of the home. An <br /> 49 architect/engineer will have to be engaged to design the foundation of the relocated structure <br /> 50 and remodeling of the interior of the home. <br />
