ENTREPRENEUR (1) - OPEN
This category has been left open by the Board.
John Roberts asked about assigning terms and Chair Pelissier said that staff will assign
the length of terms randomly.
A motion was made by Commissioner Jacobs, seconded by Commissioner Gordon to
defer assigning terms until the completion of appointments to the Economic Development
Advisory Board.
Commissioner Yuhasz said that he opposed this because this board can function with
eight members for the next month. These eight people could be given random terms and the
other two people could be placed in the other term positions.
Clerk to the Board Donna Baker said that the term slots are already set, but the people
just need to be placed.
Commissioner Jacobs said that the length of term is irrelevant to the board getting to
work immediately.
VOTE: Ayes, 2; Nays, 5 (AYES - Commissioner Jacobs and Commissioner Gordon)
A motion was made by Commissioner Yuhasz, seconded by Commissioner Hemminger
to assign the staggered terms randomly now.
VOTE: Ayes, 5; Nays, 2 (Commissioner Gordon and Commissioner Jacobs)
c. Oranqe County Transit Plan and Related Aqreements
The Board considered adoption of the Orange County Transit Plan and considered
approval of the Durham/Orange Cost Share Agreement, the Orange County/Triangle Transit
Implementing Agreement and the Do Not Levy Agreement and authorizing the Chair to sign if
approved.
Chair Pelissier referred to a handout at the County Commissioners' places in reference
to the Regional Transportation Alliance's recent transit poll. It shows that the support for
transit in Orange County has remained consistent over the past three years.
John Roberts suggested not approving this implementation agreement tonight because
it needs to be reviewed.
A motion was made by Commissioner McKee, seconded by Commissioner Yuhasz
(because of the late nature of receiving this information) to receive this as information only
tonight, and to discuss and make no decision until the meeting on June 5rn
Commissioner Foushee said that as she looked at this plan and the process they have
endured, this plan provides future transit options and tells the Board how to move forward with
transit in the future. She said that it is crucial to the region that the County is ready for the
growth to come. She thinks that Triangle Transit has done its due diligence. She suggested
doing this sooner rather than later.
Chair Pelissier said that there are things that need to be added to this plan but she said
that the information in the draft plan is not new to them and the cost sharing was approved by
Durham County last night.
Commissioner Jacobs agreed with Commissioner Foushee and said that the County
Commissioners have endured this process. He sympathized with Commissioner McKee in that
this has not been a smooth process at all. He said that adjustments could be made. He is
ready to vote to defer the agreement and put it on the ballot.
Commissioner Gordon said that to delay making any decisions tonight is not something
they want to do. She said that the implementation agreement and the bus and rail plan are
new versions that the Board just received recently. In interest of transparency, the Board may
