VOTE: Ayes, 6; No, 1 (Commissioner McKee) <br /> A motion was made by Commissioner McKee to put the revaluation savings of <br /> $350,000 toward employee compensation. <br /> There was no second. The motion failed. <br /> Resolution Establishing the Year of the Next General Reappraisal <br /> Whereas, Orange County conducted its most recent General Appraisal of Real <br /> Property effective January 1, 2009; and <br /> Whereas, the Orange County Board of Commissioners advanced its scheduled <br /> General Reappraisal of Real Property to January 1, 2013, pursuant to North Carolina General <br /> Statute (NCGS) 105-286 (a) (3); and <br /> Whereas, after careful consideration, the Orange County desires to modify this <br /> schedule to postpone the effective date of the next General Reappraisal to January 1, 2015, <br /> as permitted by NCGS 105-286 (a) (3); and <br /> Whereas, the Orange County Board of Commissioners also desires that the Orange <br /> County Tax Administrator make an annual report to the Board regarding conditions in the <br /> market for real property; <br /> Now, Therefore, Be It Resolved, that the Orange County Board of Commissioners <br /> does hereby postpone the effective date of the next General Reappraisal to January 1, 2015; <br /> Be It Further Resolved, that the Orange County Tax Administrator shall each year <br /> make at least one report to the Board of County Commissioners regarding conditions in the <br /> market for real property; and <br /> Be It Further Resolved, that the Clerk to the Board shall forward a copy of this <br /> resolution to the North Carolina Department of Revenue as required under NCGS 105-286. <br /> b. Economic Development Advisory Board <br /> The Board considered approving the final draft "Economic Development Advisory <br /> Board Policies and Procedures" and appointing ten individuals for the initial reconstituted <br /> Economic Development Advisory Board. <br /> Economic Development Director Steve Brantley presented this item. He said that these <br /> policies were reviewed by the Board of County Commissioners in April and staff incorporated <br /> suggested changes into this current document. He worked with the County Attorney's office to <br /> incorporate these changes. The asked the Board to review and approve the policies and <br /> procedures for the newly formed advisory board. The second part of the recommendation is <br /> as follows: <br /> - Select 10 individuals from the table provided in Attachment 2, according to the <br /> following numbers and categories (from Section III. B. !. of the `Policies and <br /> Procedures'). Please note that several individuals may be cross-listed as <br /> representatives in more than one category: <br /> o Choose FIVE individuals from Orange County's core business community, <br /> which includes banking, construction, manufacturing, architecture, real <br /> estate, legal development, utility management, etc. <br /> o Choose ONE individual who represents the aqriculture sector; <br /> o Choose ONE individual actively involved in entrepreneur activities; <br /> o Choose ONE individual representing the University of North Carolina at <br /> Chapel Hill, preferably involved in the development activities, such as <br />
