<br />WHEREAS, the Mental Health Association in Orange County (MHA/OC) includes as part of its <br />mission the initiation of housing resources for people with mental illness; and <br /> <br />WHEREAS, the Mental Health Association in North Carolina assists its affiliates with application to <br />HUD for Section 8-11 funds for the construction of group homes for adults with mental illness; and <br /> <br />WHEREAS, the Division of Mental Health provides operational costs for said homes; and <br /> <br />WHEREAS, the management team of OPC Area Program has indicated its desire to administer a <br />new group home in Orange County and supplement operational costs; and <br /> <br />WHEREAS, the MHA/OC has requested the Board of County Commissioners pledge its support of <br />this housing endeavor; <br /> <br />NOW THEREFORE BE IT RESOLVED BY THE Orange County Board of Commissioners that, by <br />approval of this resolution, the Board supports the application to HUD for funds to build a new group <br />home in Northern Orange County for adults with mental illness. <br /> <br />th <br />This, the 18 day of January 2001. <br /> <br />VOTE: UNANIMOUS <br /> <br />6. SPECIAL PRESENTATIONS <br /> <br /> a. Grassroots Grants and Orange County Arts Grants <br /> <br />The Board presented award checks to recipients of 2000-2001 Grassroots Grants and <br />Orange Arts Grants. <br /> Chair Halkiotis read the names and the people came forward to receive their checks and <br />shake hands with the County Commissioners. The list of the recipients is incorporated herein by <br />reference. <br /> b. “Buy Recycled” Grant Award <br /> <br />The Board received a $4,500 state grant to support an Orange County government “Buy <br />Recycled” seminar for local and regional agencies and companies. <br /> Solid Waste Director Gayle Wilson said that in August 2000 the Board of County <br />Commissioners approved the acceptance of a $4,500 grant from the North Carolina Division of <br />Pollution Prevention and Environmental Assistance. In December, the Board approved the agenda <br />for the conference. He recognized Sara Ketchum, a representative from Pollution Prevention and <br />Environmental Assistance. <br /> Sara Ketchum thanked the Orange County Solid Waste Department for their efforts in <br />recycled content purchasing. This grant will be used to support the "Buy Recycled" workshop to be <br />th <br />held February 19 at the Friday Center in Chapel Hill. The target audience is recycling and <br />purchasing professionals throughout the County and State. <br /> Gayle Wilson said that the Friday Center had been very cooperative in the requests from <br />the County to use recyclable materials for events held there. <br /> A motion was made by Commissioner Jacobs, seconded by Commissioner Brown to <br />accept the $4,500 grant award recognition. <br />VOTE: UNANIMOUS <br /> c. Community Development Block Grant Award – Richmond Hills Infrastructure <br /> <br />The Board considered approving the execution of a $250,000 grant agreement and <br />adopting a grant project ordinance and development agreement for the fiscal year 2001 Community <br />Development Block Grant award. <br /> Housing and Community Development Director Tara Fikes said that this is a request for <br />the Board to approve all the documentation necessary to receive a state CDBG award in the amount <br />of $250,000 for the Richmond Hills subdivision. The $250,000 block grant award will be used to <br /> <br /> <br />
