<br /> Commissioner Jacobs reported that, as an outgrowth of the economic development district <br />discussion, there will be a formal proposal from the Planning Director, which will formalize the <br />opportunity to have courtesy review of projects. The proposal will also be for larger areas and not <br />just economic development districts. <br /> Commissioner Jacobs suggested sending a letter of thanks to Senator Edwards and <br />Congressman Price for supporting the County’s efforts regarding the NRC's process in reviewing <br />CP&L's request to expand its high-level waste storage. Also, he spoke with a Durham County <br />Commissioner, who encouraged the County to continue to ask for money. <br /> Commissioner Jacobs said that it was a pleasure to see the continuing efforts to diversify <br />st <br />agriculture in this County reach fruition on January 1 when Maple View Farms opened its ice cream <br />parlor off Dairyland Road. <br /> Commissioner Jacobs agreed with Commissioner Gordon in reviewing the OWASA allocation <br />from Jordan Lake. <br /> Chair Halkiotis made reference to a request from the Town of Hillsborough for a joint meeting. <br />There are two development issues, which are moving very swiftly and the elected officials from the <br />County and the Town have not had a chance to talk about them. The projects are Pathways <br />st <br />Preserve and Hampton Pointe. A possible date would be January 31 at 7:30 p.m. at the <br />Government Service Center in Hillsborough. One project is at I-85 and new N.C. 86 and the other <br />one is at N.C. 57 and N.C. 86 North. Staff will bring forth information on these two projects on <br />th <br />January 29. <br /> Chair Halkiotis said that he spoke with Bob Nutter, who expressed some concerns to him about <br />the process in trying to review and approve the ice cream parlor. It was a very difficult process <br />because cows that are 500 feet down the road produce the milk from which this ice cream is made. <br />He said that after all of the building reviews from Planning and Inspections, a review of the facility by <br />the Fire Marshall was left out. He said that after everything was opened, the Fire Marshall came in <br />and noticed that there were emergency exit lights missing. He suggested that the review process <br />involve everything at one time. <br /> Chair Halkiotis asked the Commissioners about the Legislative breakfast (lunch, brunch, or <br />snack?). The Commissioners will give their views to Clerk to the Board Beverly Blythe by tomorrow. <br /> Chair Halkiotis announced that he, Commissioner Jacobs, and John Link would be going to <br />Chatham County, Person County, and Alamance County to open up some discussions. He made <br />reference to a fax message that said that Orange County could be sending 15 truckloads of trash to <br />the new proposed landfill in Chatham County. He said that it is important that we open up direct <br />communication with other Managers and governing boards. <br />th <br /> Chair Halkiotis made reference to a memo dated January 11 from the Manager about a report <br />by the Public School Forum of North Carolina in their 2000 local school finance study. The study <br />noted that Orange County remains #1 in the state by a wide margin in its per pupil appropriations for <br />education. At $4167.00 per student, Orange County out distances its nearest competitor, <br />Mecklenburg County, which is at $3117.00 per student. <br /> <br />4. COUNTY MANAGER'S REPORT <br /> <br /> <br />John Link pointed out that the per-pupil allocation includes capital funding also. <br /> <br />5. RESOLUTIONS/PROCLAMATIONS <br /> <br /> a. Support for Extended Area Service (EAS) for Orange and Durham Counties <br /> <br />The Board considered two resolutions supporting the establishment of Extended Area <br />Service (EAS) telephone calling from Orange County to Durham County. <br /> Director of Central Stores and Purchasing Pam Jones summarized the information in the <br />agenda. She said that there was quite a process involved in asking for Extended Area Service. <br />Verizon opted not to participate. The action that the County is seeking from the Utilities Commission <br />only involves calls to Durham. The first resolution would be to the Utilities Commission, who would <br />implement this request for information from Verizon. The second resolution is requesting facilitation <br /> <br /> <br />
