<br /> A motion was made by Commissioner Jacobs, seconded by Commissioner Brown to <br />approve a petition to add Sheffield Lane and Whitmore Circle in Highland Meadows Subdivision in <br />Chapel Hill Township, to the state-maintained secondary road system. <br />VOTE: UNANIMOUS <br /> <br />9. ITEMS FOR DECISION - REGULAR AGENDA <br /> a. Appointments <br /> The Board considered appointments to the Chapel Hill Stormwater Utility Advisory <br />Committee, Commission for the Environment, Hillsborough Planning Board and Orange County <br />Board of Adjustment. <br />Chapel Hill Stormwater Utility Advisory Committee <br /> <br />th <br /> The Board agreed to wait until the report from the committee on February 12 and then <br />decide about the appointment. The County Engineer or an associate of the County Engineer will <br />attend the next meeting. <br />Commission for the Environment <br /> <br /> A motion was made by Commissioner Gordon, seconded by Commissioner Jacobs to <br />reappoint Daniel Okun, Mark Smith, and Julie Harllee Tucker for the term ending December 31, <br />2003. <br />VOTE: UNANIMOUS <br />Hillsborough Planning Board <br /> <br /> A motion was made by Chair Halkiotis, seconded by Commissioner Jacobs to appoint <br />Cannie Bacon Lloyd for the term ending March 31, 2002. <br />VOTE: UNANIMOUS <br />Orange County Board of Adjustment <br /> <br /> A motion was made by Commissioner Gordon, seconded by Commissioner Jacobs to <br />move Karen Barrows from position number 4, alternate, to position number 1, regular member for <br />the term ending June 30, 2003. <br />VOTE: UNANIMOUS <br /> A motion was made by Commissioner Brown to appoint Daniel Levin Brown for the term <br />ending June 30, 2004 and Ernie Patterson for the term ending June 30, 2003. <br /> County Attorney Geoffrey Gledhill said that most of the work that the Board of Adjustment <br />does requires a 4/5 vote. He said that all of the members would have to be at the meetings. <br /> <br />Commissioner Jacobs pointed out the efforts of Joyce Moore Beasley on the C&D <br />Recycling Task Force. <br /> A motion was made by Commissioner Brown, seconded by Commissioner Jacobs to <br />appoint Ernie Patterson for the term ending June 30, 2004 and Joyce Moore Beasley for the term <br />ending June 30, 2003. <br />VOTE: UNANIMOUS <br /> <br /> b. Creation of Proposed Capital Needs Task Force and Approval of Task Force Charge <br /> The Board considered the creation of, structure, and charge for the proposed Capital <br />Needs Task Force. <br /> John Link made reference to pages 3 and 4, which outline the proposed charge to the <br />task force. The staff is suggesting that the task force be subdivided into three or four <br />subcommittees (i.e., education, parks and recreation, etc.). By the first and second meetings in <br />June, there should be some decisions about what would be included in the bond referendum. <br /> Chair Halkiotis made reference to the composition and asked for any comments. <br /> Commissioner Jacobs said that Commissioner Carey expressed a concern about <br />including elected officials on this task force. He remembers that one of the lingering comments from <br />the 1997 bond package was that one of the jurisdictions felt that it had not been adequately <br />involved. He said that it was important to have an elected official from each jurisdiction so that none <br />of the jurisdictions are left out of the process. <br /> <br /> <br />
