ca, <br /> Opportunities for School Collaboration <br /> Purpose: The Orange County Board of Commissioners encourages Chapel Hill-Carrboro City and <br /> Orange County school systems to explore opportunities for collaboration with regard to educational <br /> programming and use of facilities that would address the following: <br /> 1. Achieve the broadest possible access to educational opportunities for all students in <br /> Orange County. <br /> 2. Enhance resources and support for teachers. <br /> 3. Be responsive to long-term impact of school budgets on the taxpayers of Orange County. <br /> Proposal: The Orange County Board of Commissioners request that the two boards of education <br /> establish a work group of their choice to discuss the purpose and possible elements of collaboration <br /> as identified below; and to share their findings with the Board of Commissioners by May 1, 2002. <br /> POSSIBLE ELEMENTS <br /> OF SCHOOL COLLABORATION <br /> • Develop joint programming opportunities. (Merger study: "Encourage the school districts to <br /> pursue areas of educational cooperation such as special services." Orange County Schools' <br /> proposal on baccalaureate program.) <br /> • Survey students in both systems on their interest in taking advantage of programs in the system <br /> which they do not currently attend. (ie, horticulture in Orange). <br /> • "Encourage the districts to investigate areas where economies may be affected by joint operations <br /> such as transportation, food service and maintenance." (Merger study) <br /> • Seek efficiencies in joint ordering of supplies and services. (County use of Segal) <br /> • Develop a cooperative facilities plan. (Merger study, I&E Committee) <br /> • Examine pros and cons of constructing ajoint central administration building. <br /> • Analyze alternative uses of existing excess capacity within each school system and across school <br /> systems. <br /> • Review acreage and parking standards associated with siting and construction of elementary, <br /> middle and high schools to promote smart growth and reduce costs. <br /> • Review other recommendations of merger study. <br /> • Develop common definition of budgetary mandates from the state and federal government by <br /> category. <br />
