For example, average per square foot costs for the two recently constructed elementary schools, Scroggs and Pathways, was $98. This would become the new standard for projects planned after the upcoming fiscal year (2001-02) and beginning in fiscal year 2002-03; an annual inflation factor of two and one-half percent would be applied to per square foot costs. 37
