The members felt <br /> that It was important to distinguish between the projected number of students <br /> used in planning for annual current expense budgets and the number used for <br /> planning for future capital facilities. <br /> The Task Force considered three major elements as it formulated recommendations for <br /> projecting the number of students for capital purposes: <br /> (1) identifying the actual number of students currently in a school system at a <br /> particular point in time; <br /> (2) developing sound methodologies to project the future number of students in a <br /> school district; <br /> (3) comparing the current and projected numbers with existing student capacity in a <br /> system's permanent structures. <br /> Identifying the number of students actually occupying seats provides a base on which to <br /> project future growth in student population. <br /> Determining Current Students <br /> The Task Force reviewed the following methods for determining the number of <br /> students currently attending class in a school district: <br /> • Membership — This method takes into account the actual number of students <br /> attending school (at a particular point in time) in a school system by considering <br /> the number of students enrolled and making adjustments for withdrawals, <br /> dropouts, deaths, retentions and promotions. Each system calculates its <br /> membership based on monthly reports completed by each principal. <br /> • Enrollment— The term enrollment represents the number of students registered <br /> in the school system, regardless of whether or not the student actually attends <br /> classes. Once the system initially counts a student in Its enrollment figure, <br /> that student remains In the school district's count throughout the school <br /> year. A district does not reduce its enrollment for transfers, withdrawals, deaths <br /> or midyear graduations. Therefore, the district's end of the year enrollment <br /> shows a higher count than the actual number of students attending classes. <br /> • Average Daily Membership (ADM) — Average Daily Membership is based on <br /> the total number of school days that a student's name is on the current roll of a <br /> class, regardless of whether that student is present or absent. To calculate a <br /> district's ADM, total the number of days in membership for all students and divide <br /> that total by the number of school days in the term. The final ADM is the total <br /> days in membership for all students over the school year divided by the number <br /> of days school was in session. <br /> 19 <br />
