Review of Policy on Planning and Funding School Capital <br /> Projects <br /> Background <br /> In November 2000, the Commissioners approved a "Policy on Planning and <br /> Funding School Capital Projects" that was intended to clarify expectations of the <br /> Commissioners in working with the school boards regarding the development of <br /> school capital projects. The information provided in Section 1 of this report <br /> briefly reviews key components of the policy, including siting and funding school <br /> facilities. Section 2 of the report provides information regarding how the items in <br /> the previous section relate to new school projects, particularly CHCCS <br /> Elementary Schools#9 and #10 and OCS Middle School #3. <br /> 1. Siting and Funding School Facilities <br /> • Siting of School Facilities <br /> As outlined on page 2 of the Policy (Attachment 1f— 1), when Boards of <br /> Education identify potential school sites, they are to notify the <br /> Commissioners, in writing. At that point, the Commissioners would <br /> appoint a representative to work directly with the respective Board of <br /> Education as talks and negotiations related to the potential site(s) . <br /> progress. <br /> • Funding School Facilities <br /> Construction of new school facilities and major additions to existing <br /> facilities are Level 2 projects. As defined by the Policy, Level 2 projects <br /> are those that require several phases to complete, and the <br /> Commissioners appropriate funds at the following three stages: <br /> • Concept/Pre-Planning Phase — provides funding for preliminary <br /> programming and design work that would result in conceptual drawings <br /> and preliminary cost estimates. <br /> • Planning Phase — includes funding related to siting the facility and <br /> construction of infrastructure <br /> • Design and Construction Approval Phase — provides funding for final <br /> design, equipment, furnishings, non-recurring start-up costs, <br /> technology, and project contingency. <br /> Upon completion of the project, the last phase, Final Accounting Phase, <br /> would provide a reconciliation of actual project expenditures with approved <br /> budget. <br />
