Box 8181 <br /> 200 South Cameron Street <br /> Hillsborough, NC 27278 <br /> Dear Commissioner Halkiotis: <br /> I'm writing this letter to respond to the five questions that you raised in your letter to me of <br /> September 11, 2001: <br /> How does CHCCS propose to allocate the $2 million in bond funds for <br /> renovations? <br /> The$2 million will be used to remedy conditions related to air quality and other <br /> health and safety concerns. We anticipate that the bulk of the money will be spent at <br /> Chapel Hill High School where the needs seem to be the greatest. If there are sufficient <br /> funds, we also will address other air quality issues at Estes Hills and Phillips as we <br /> identified in our original request for$7 million in renovation monies. Now that the <br /> Commissioners have decided to include$2 million for these purposes on the November 6' <br /> bond referendum, the school board will decide at its October 4'meeting how these funds <br /> will be spent. <br /> What policies or criteria are CHCCS using to set priorities for bond funded <br /> renovations, and for renovations that will be funded by other means? <br /> Although the Board does not have a formal policy that addresses this question,past <br /> discussions have generated the following priorities: (1)health, legal compliance, and <br /> safety conditions; (2)infrastructure and major maintenance(roofs,electrical systems, <br /> parking lots,etc.) (3)equity among old and new facilities; (4)expansion of capacity; and <br /> (5)energy saving features. The,$2 million provided through the bond referendum would <br /> only begin to address the first priority category at a limited number of locations. Please <br /> note that these priorities overlap. Energy savings considerations are always a part of any <br /> renovation and major maintenance project. Significant progress in health,legal compliance <br /> and safety conditions does, in fact, contribute to resolving equity issues between old and <br /> new facilities. <br /> Based on those priorities and student population trends, what specific <br /> construction and/or renovation needs does CHCCS believe it must address <br /> within the next 18-24 months? <br />
