APPROVED 4/24/2007 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />WORK SESSION <br />March 20, 2007 <br />7:30 p.m. <br />The Orange County Board of Commissioners met for a Budget CIP Work Session on Tuesday, <br />March 2Q, 2007 at 7:30 p.m. at the Southern Human Services Center in Chapel Hill, North <br />Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr., and Commissioners <br />Valerie P. Foushee, Alice Gordon, and Mike Nelson <br />COUNTY COMMISSIONERS ABSENT: Barry Jacobs <br />COUNTY ATTORNEYS PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager Laura Blackmon and Assistant County <br />Manager Gwen Harvey, and Clerk to the Board Donna Baker (All other staff members will be <br />identified appropriately below}. <br />Chair Carey announced that Commissioner Jacobs was ill and could not attend the <br />meeting. <br />1. Capital Funding and Budget Update <br />Laura Blackmon said that this is the first budget work session, and she will review loose <br />ends and projections for the future. She said that she asked both superintendents to come <br />tonight to give the Board of County Commissioners an update of the schools' capital needs for <br />the next 5-10 years. She said that the County Commissioners also wanted to discuss the draft <br />capital funding policy. There is also a spreadsheet that will look at CIP projections and <br />distribution of funds.
