14 <br /> Attachment A <br /> Local Government Building Recyclini! <br /> The Department of Solid Waste Management requests approval of the new Recycling <br /> Materials Handler position (grade 62), at a proposed salary of $26,221 plus benefits in <br /> order to implement a transition to a uniform, in-house recycling effort in all local <br /> government buildings. The proportional cost of this program including staff time, track, <br /> storage and supplies is projected at $36,368. That assumes 40% of the workload and in, <br /> in the first year, hiring in September. The program will also require a truck, storage and <br /> processing space for collected materials <br /> Currently recyclables in government buildings in Orange County, Hillsborough, Chapel <br /> Hill, and Carrboro are collected under a variety of schemes, different types of materials <br /> collected under differing circumstances and different cost structures. This position will <br /> enable the Department of Solid Waste Management to operate the existing Government <br /> Buildings Recycling Program more efficiently and more cost-effectively. Our analysis <br /> below projects a savings of $42,000 including in-house labor and vehicle time, for the <br /> current program over six years (projected life of program service vehicle) and revenue <br /> from sale of recyclables. <br /> The Solid Waste Management Department now contracts out the recycling in government <br /> buildings in the Towns of Chapel Hill, Carrboro and some County-owned or operated <br /> buildings located within Town limits of Chapel Hill and Carrboro (see Attachment 1) to <br /> the private firm of Orange Recycling Services. Orange County Public Works collects <br /> from County-owned or operated buildings not in Chapel Hill or Carrboro (Attachment 2). <br /> After OC Public Works collects the materials in Hillsborough and Northern Orange <br /> County, they deposit the materials for collection by either Orange Recycling Services or <br /> OC Solid Waste Management (through the dropoff site program). Town of Hillsborough <br /> currently recycles those materials that can be collected in the County's curbside program <br /> by setting them out at the curb in some buildings. Town staff deposits office paper into <br /> the mixed paper containers at dropoff sites and other materials are also taken to recycling <br /> dropoff sites by Town staff. <br /> Many recyclable items are not collected by Orange Recycling Services in some local <br /> government buildings located in Chapel Hill and Carrboro. At those locations, the Solid <br /> Waste Management Department, through our contracts for recycling collection with <br /> Waste Industries, offers curbside and/or multifamily-style recycling, where possible and <br /> the demand exists. When Waste Industries cannot service a specific site, the driver from <br /> the County-operated commercial glass route or one of the Solid Waste Management <br /> Department field or office staff collects the extra materials. The current program and <br /> process is complex and ill-defined with multiple layers and players. <br /> Analysis by the Solid Waste Management Department has shown that we can operate a <br /> single integrated, county-wide local government building recycling collection program <br /> more efficiently and cost-effectively than the current system if we were to collect, <br /> process, and deliver to market the materials generated by these multiple programs. <br /> Additionally, OC Solid Waste Management would be able to offer a standardized <br /> program to other local government buildings within the County.
