ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: September 18, 2001
Action Agenda
Item No. IF—
SUBJECT: Renewal of Governmental Buildings Recycling Program Contract
DEPARTMENT: Solid Waste Management PUBLIC HEARING: (Y/N) Na
ATTACHMENT(S): INFORMATION CONTACT:
Proposed Contract (w/Attachments A, B Gayle Wilson, Solid Waste Management
& C) Director, 968-2885
Blair Pollock, 968-2788
TELEPHONE NUMBERS:
Hillsborough 732-8181
Chapel Hill 968-4501
Durham 688-7331
Mebane 336-227-2031
PURPOSE: To approve renewal of the existing contract with Orange Recycling Services, Inc.
(ORS) in order to extend the provision of recycling collection services at participating local
government offices.
BACKGROUND: The Governmental Buildings Recycling Program operated by the Orange
County Department of Solid Waste Management has for a number of years provided
participating local government buildings with collection of paper and other recyclable materials
through a contract with Orange Recycling Services. The contracted service has supplemented
the collection of certain recyclable materials from County buildings by staff of the County's
Public Works Department.
Staff recommends that the BOCC approve the accompanying renewal agreement as an interim
measure through June 30, 2002, pending the Board's further consideration of the Manager's
recommendation that a new permanent position in the Solid Waste Management Department
be created during FY 2001-02 to accomplish completely the governmental buildings recycling
effort. That new position, which was discussed during June 2001 budget work sessions, would
also implement the proposed initiatives related to dry cell battery and electronics (such as
personal computers) recycling. If the Board decides at a future meeting to approve that position
and implement the new recycling programs, the County would terminate the agreement with
ORS after 60 days notice. This renewal agreement has added that provision in the "Terms"
section, and ORS recognizes that the County is considering performing the governmental
buildings recycling program with in-house resources. The major elements of the proposed
renewal agreement are otherwise unchanged from the previous agreement with ORS.
Attachments A and B to the Contract list current service locations. Carrboro Century Center
and Hargraves Community Center have been added to the list for FY 2001-02. Attachment C
I
