This program <br /> provides recycling collection to the vast majority of apartment complexes, fraternity and sorority <br /> houses, and group homes within Chapel Hill and Carrboro (there are currently 212 collection <br /> locations). The program plans to begin providing service to multifamily complexes in <br /> Hillsborough during the 2001-2002 fiscal year. <br /> Waste Industries has held this contract since 1995, which it won by competitive bid at that time. <br /> Waste Industries' performance level is generally high, and staff believes the company's high <br /> level of performance merits renewal of this contract. <br /> FINANCIAL IMPACT: The total projected cost of this contract for FY 2001-2002 is $271,000. <br /> This amount is included in the approved Solid Waste Management Departmental Budget for FY <br /> 2001-2002. The budgeted amount reflects a 3.6% cost increase over last year's costs, plus an <br /> additional 1% increase to accommodate collection of new materials. The 3.6% increase is <br /> based on the rate of inflation as determined by the Federal Bureau of Labor Statistics' <br /> Consumer Price Index for Transportation for the South Urban Region. The additional 1% <br /> increase covers the cost associated with the addition of two new types of items to the <br /> multifamily program this year: aerosol cans and all plastic bottles (where in the past multifamily <br /> recycling has accepted only#1 PETE and #2 HDPE). The Department of Solid Waste <br /> Management expects, based on observed experience in other communities, that the additions <br /> of these new materials will boost the recycling tonnage of plastics by at least 10% and steel <br /> cans by at least 3%. <br />
