<br />allocation letter was sent, which outlined where money was de-allocated. The most significant <br />de-allocation was in the Children's Services money, which was $243,245. This was money that <br />the Division of Mental Health indicated that OPC had failed to draw dawn last year. There was <br />also money lost in the federal substance abuse category and the developmental disabilities <br />category. <br />Commissioner Nelson asked Judy Truitt about her perspective on the gaps in the <br />program and what the County Commissioners need to be aware of. Judy Truitt said that one of <br />the major gaps is with substance abuse services, in terms of the work force and funding. Also, <br />appropriate housing and job opportunities for consumers are a significant issue. Also, <br />residential treatment options far children are an issue. <br />Commissioner Jacobs asked for a copy of the data in the report to be sent to the County <br />Commissioners. He said that he has heard about problems in the tri-county area with people <br />who are mentally ill that are being sent to nursing homes. Judy Truitt said that this issue <br />continues. The reality is that these facilities are not designed to provide care for this consumer <br />population. The needs far outweigh the resources available. <br />Commissioner Gordon asked Judy Truitt to elaborate on the statement that 68°k of the <br />population was new. Judy Truitt said that about 32°~ of consumers admitted to Jahn Umstead <br />Hospital are actively in treatment and the other 68% are new consumers to the system. This is <br />a concern in terms of the resource allocation and in terms of the stress that this places on the <br />inpatient facilities. <br />Commissioner Gordan asked why there are sa many new patients and Judy Truitt said <br />that part of the reason is the explosion in population in the three counties, and part of it is the <br />confusion about how to access services. Ms. Truitt said they need to do a better job of getting <br />information to the public. <br />9a. Hillsborough Area-Orange County Strategic Growth Plan: Phase one <br />The Board considered adoption of a resolution and concept map accepting the <br />Hillsborough Area-Orange County Strategic Growth Plan: Phase One and calling far preparation <br />of an Interlocal Agreement. <br />Planning Director Craig Benedict and Roger Walden of Clarion Associates made a <br />PowerPaint presentation.
