Parking Options During Justice Facility Construction <br />The Board considered options to provide public and staff parking during construction of <br />the Justice Facility Expansion Project. <br />A motion was made by Commissioner Gordon, seconded by Commissioner Foushee to <br />approve the parking plan as outlined and lease documents to be prepared for signature by the <br />Chair reflecting substantially the terms and conditions cited. <br />Commissioner Nelson asked about storm water runoff and if there would be a facility <br />constructed, and the costs. Pam Jones said that she does not know about this. The County <br />Engineer has been working on it. This facility will have gravel. <br />Commissioner Jacobs asked if purchasing the parcel was an option as opposed to <br />spending $1,500 a month for two years. Pam Jones said that it is not available for sale. <br />VOTE: UNANIMOUS <br />10. Reports <br />a. Report on Efland-Mebane Small Area Plan Implementation Focus Group <br />The Board was to receive information regarding the Efland-Mebane Small Area Plan <br />Implementation Focus Group <br />DEFERRED <br />b. Report on Recommendations Reaardina Petitions far Addition of Subdivision <br />Roads to the State Maintained System <br />The Board was to receive a report on processing Petitions for Addition of subdivision <br />roads to the State Maintained System. <br />DEFERRED <br />11. Closed Session <br />A motion was made by Commissioner Gordan, seconded by Commissioner Nelson to go <br />into closed session at 10:37 p.m. for the purpose of: <br />"To discuss the County's position and to instruct the County Manager and County Attorney on <br />the negotiating position regarding the terms of a contract to purchase real property for <br />conservation easements, PIN 9856-36-2947 and PIN 9841-26-5878," NCGS § 143- <br />318.11(a)(5). <br />VOTE: UNANIMOUS <br />RECONVENE INTO REGULAR SESSION: <br />A motion was made by Commissioner Nelson, seconded by Commissioner Foushee to <br />reconvene into regular session at 10:55 p.m. <br />VOTE: UNANIMOUS <br />12.
