<br />value of the County Commissioners' word to the Rogers Road people, but she does not want <br />them to be foolish about $10 per person and the incomparable value of additional land available <br />to community residents. <br />Uivian Olkin said that she moved to The Highlands in 1994 and there were no other <br />developments. There was nothing on Homestead Raad, Rogers Road, ar Eubanks Road. Now <br />there are six new major developments and Winmore is starting. There are a vast number of <br />new developments coming on the northern edge of Chapel Hill, which will bring tremendous <br />amounts of traffic. She said that she couldn't imagine the type of congestion that will occur <br />because of this development. There are also schools planned for the Eubanks Road area, and <br />she cannot see 18-wheelers, garbage trucks, and school buses mixing. She made reference to <br />the value of the land and said that she has lived in Boston and in San Francisco. The Back Bay <br />in Boston is all landfill and in San Francisco the landfill has become valuable land. She said <br />that there is na reason why this land on Rogers Road cannot be reclaimed for something that <br />will benefit the community or far projects that will bring in taxes. She asked the County <br />Commissioners to look at the long-term effect of both growth and cost. <br />Sarah Kingin said that she would like to express her opposition to the Rogers Road site <br />for a transfer station. <br />Jeff Kingin said that he just pictured tonight for the first time the idea of a sidewalk with <br />school kids on Eubanks Road walking along with garbage trucks speeding by. He said that one <br />County Commissioner admitted that they were frightened when they rode on this road. He said <br />that the transfer station should be carefully positioned next to interstate onloff ramps. He said <br />that the landfill was promised to have a limited lifespan. He said that a permanent transfer <br />station is necessary, but this is the wrong place. He asked the County Commissioners to <br />please let the residents know about the alternate site that is legally and very secretly being <br />considered. He presented a petition with 112 signatures in opposition of the transfer station on <br />Rogers Road. He said that he understands that at the transfer site there will be a Solid Waste <br />office. He said that he did the mileage from Old NC 86 to I-40, from New Hope Church Road to <br />I-40, and NC 86 to I-40. He said that everyone from Lake Hogan Farms, Wexford Homes, and <br />Winmore will have to go on Eubanks Road to get to I-40. <br />Chair Carey said that the other alternative site is fully acknowledged and is common <br />knowledge. He made reference to the comments of the first three speakers that somehow the <br />promise is being broken here if the County decides to put a transfer station on Rogers Road. <br />He said that the impact of a transfer station versus the impact of a landfill is considerably <br />different. <br />Jackie Poole said that she strongly opposes the Rogers Raad site for the transfer <br />station. <br />Robert Campbell thanked the Board of County Commissioners for allowing them to voice <br />their opinions. He is concerned whether the other site is more populated than the Rogers Road <br />site. The Rogers Road site has seven developments with three more coming online. This will <br />put more children at risk and more drivers at risk. He said that he has a concern that Chapel <br />Hill garbage trucks come up Rogers Road, but they do not pick up trash on Rogers Road. The <br />trucks are not supposed to come down Rogers Road and people in charge say that the trucks <br />do not come down Rogers Raad. He said that if the transfer station is put in this area, there will <br />have to be an agreement to monitor the trucks and make sure Rogers Road is not used as an <br />access road to Eubanks Road. <br />Jean Strowd said that she has been a resident of Rogers Road since 1989. She said <br />that they have dealt with promises that have not been abided by and she requested that the <br />County Commissioners take into consideration their quality of life and to consider the other site. <br />Frank Corr said that he lives on Eubanks Road and if there is a transfer station in this <br />area, he would have all of Chapel Hill's trash trucks going by his house. He said that he is <br />concerned about his risk of getting contaminants since the transfer station would be hosed <br />
