She said <br />that she would like to hear if the projects listed for debt issuance are the correct school and <br />capital projects and if the timelines are correct. Also, she said that there are significant tax <br />implications, and she wants public input on this. <br />Chair Carey said that the projections on general fund growth assume 7°lo growth, but in <br />actuality the growth has been higher. He said that a very conservative estimate was chosen on <br />growth to make sure that the County stays within the debt policy range. He wants the public to <br />understand this. <br />Donna Coffey said that the actual growth since 1989-90 has been more in the 8-9°l0 <br />range. <br />PUBLIC COMMENT: <br />Cathleen Turner is the Executive Director of the Alliance for Historic Hillsborough. She <br />spoke about the new library. She said that she would like to renew a proposal presented to the <br />Board of County Commissioners in 2000, then again in 2002 and 2004 regarding the need for a <br />centralized repository for the archival collections maintained by the County and other public <br />collection holders. She said that Hillsborough and Orange County has been the repository of <br />some of the most valuable documents for two and a half centuries. She said that Orange <br />County is visited by hundreds of researchers conducting genealogy and scholarly research <br />
