AN ACT AMENDING NORTH CAROLINA GENERAL STATUTE 5 153a- <br /> 445 (MISCELLANEOUS POWERS FOUND IN CHAPTER 160A) TO AUTHORIZE <br /> COUNTIES TO REGULATE BY ORDINANCE THE EMISSION OF POLLUTANTS OR <br /> CONTAMINATES IN THE SAME MANNER AND TO THE SAME DEGREE AS CITIES <br /> ARE SO AUTHORIZED AS PROVIDED IN N.C. GEN.
