Municipal Inspections and Planning Departments also made <br /> this recommendation. <br /> • Making the license revocation provisions more practical and less harsh. <br /> • Simplifying the Commingled Facility certification process. <br /> • Including engineered wood products in the Clean Wood Waste category <br /> • Many other details <br /> While all ideas could not be included in the ordinance, the input from the potentially <br /> regulated community was well intentioned, thoughtful, and generally productive in <br /> streamlining procedures and eliminating unintended consequences. <br /> Enforcement <br /> Landfill <br /> Loads containing wood, metal, pallets and, corrugated cardboard,will be penalized with a <br /> double tip fee structure just as yard waste and cardboard are penalized now. Authority to <br /> issue a penalty ticket will be vested in inspectors located at the scalehouse, at the <br /> recycling areas, and/or at the landfill working face. Tickets will be compiled and sent out <br /> with monthly bills for regular customers or the customer may choose to pay tickets <br /> individually. <br /> Permitting <br /> Individuals found to be conducting building activities without the appropriate Recyclable <br /> Material Permit will be issued a citation and appropriate legal action will be pursued by <br /> the County. The relevant Inspections Department will be notified of these violations <br /> because these offenders may be in violation of the applicable building permit <br /> requirements as well. As an additional benefit, this provision will help identify much of <br /> the waste coming from outside Orange County because those customers will not have the <br /> proper Recyclable Material Permit. <br /> Licensing <br /> Individuals found to be hauling C&D materials without the appropriate Recyclable <br /> Material Collector's License will be issued a citation and appropriate legal action will be <br /> pursued by the County. <br /> Jobsite and Waste Destination <br /> As part of the C&D-recycling education and ordinance enforcement effort, Solid Waste <br /> Department staff will regularly visit jobsites for which a Recyclable Material Permit has <br /> been issued. Municipal Inspections Departments visit jobsites several times during the <br /> course of the project and will be encouraged to inform the SW Enforcement staff when <br /> 7 <br />
