The establishment of a"Non-buming day"provision based on NC Division of Air <br /> Quality daily ozone forecasts, as is done in Buncombe County with the Western NC <br /> Regional Air Quality Agency, was investigated. However, the Orange County , <br /> Department of Environment and Resource Conservation has been working on such a plan <br /> ! <br /> in coordination with the NC Division of Forest Resources and the Orange Soil and Water <br /> District as part of a Cooperative Forestry Project. Staff believes the proposed burning <br /> regulations in this ordinance do not complicate nor conflict with their proposed project <br /> nor the draft Fire Prevention Ordinance being developed by the County Emergency <br /> Management Department. We will continue to communicate with the relevant personnel <br /> and departments as this ordinance develops. <br /> 7. Hiring of C&D Education and Enforcement Specialist <br /> Task Force recommendation#4 was "Hire a second recycling educator to focus primarily <br /> on implementation of this ordinance and on environmentally sound,waste reducing <br /> building practices."Authorization to create and fill this position will require amending <br /> the Personnel Ordinance. Duties of this position will include developing educational <br /> material,meeting directly with contractors and subcontractors, issuing permits, and <br /> implementing and enforcing the ordinance requirements. This position will be <br /> considered by the Board of County Commissioners based on detailed information they <br /> have received in the 2001-02 budget package. <br /> 8. Grace Period <br /> Staff believes that an eight-month grace period will be necessary to help the regulated <br /> community adapt to the new recycling requirements and to allow the Solid Waste <br /> Management Department to put all the procedural and operational mechanisms in place. <br /> Only the burning prohibition will take effect immediately. <br /> Regulated Community Feedback <br /> Over the course of the several months that the ordinance has been developed, Solid <br /> Waste staff actively sought engagement with and input from the potentially regulated <br /> community who will, in reality,be partners in this endeavor. Numerous individual <br /> meetings with developers,builders and private waste haulers, and three group meetings <br /> (20+ attendees), coordinated with the help of the�Chapel Hill-Carrboro Chamber of <br /> Commerce and the Homebuilders Association,were held. Their feedback has proven <br /> crucial. Their recommendations were varied and helpful. Some of their suggestions that <br /> have been incorporated into the ordinance include: <br /> • Specifically citing unauthorized dumping of recyclable material into a waste <br /> container as a violation.of the ordinance. This deterrent will help them ensure security <br /> of their containers. <br /> • The inclusion of the"Public health and safety"and"reasonably possible to separate" <br /> clauses as part of the solution to the problem with demolition waste. <br />
