<br />A motion was made by Commissioner Carey, seconded by Commissioner Gordon to <br />approve a resolution to declare December 9, 2006 as Reverend John R. Report on the County's Efforts and Ability to Serve Limited English Proficient <br />fLEP) Populations <br />The Board received a status report regarding LEP populations in Orange County, the <br />County's efforts to serve LEP populations to date, and recommendations to improve service to <br />LEP populations and provide comments, direction, ar questions to County Staff. <br />Human Rights and Relations Director Milan Pham introduced Marilyn Valeiko, the LEP <br />Coordinator for Orange County. She said that Orange County is one of the first counties in the <br />state to handle the issues of limited English proficient individuals by creating a coordinator <br />position. This is a federal law that protects <br />individuals from discrimination on the basis of their race, color, national origin in all programs <br />that receive federal financial assistance. <br />Why is LEP important to Orange County? <br />Title VI requires that all agencies -public and private -receiving any federal funding <br />(even $1} provide meaningful access for limited English proficient individuals who are 5% of the <br />population or 1,000 individuals, whichever is less. <br />
