Chair Jacobs and Commissioner Carey will serve on this <br />committee. <br />{2) District Elections Education Committee -Appointments <br />The Board considered making appointments to the District Election Education <br />Committee. <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Carey to <br />appoint all interested applicants. <br />VOTE: UNANIMOUS <br />10. Reports <br />a. Report on the County's Efforts and Ability to Serve Limited Enalish Proficient <br />fLEP) Populations <br />The Board was to receive a status report regarding LEP populations in Orange County, <br />the County's efforts to serve LEP populations to date, and recommendations to improve service <br />to LEP populations and provide comments or directions to County Staff. <br />DEFERRED <br />b. Draft BOCC District Elections Education Documents <br />The Board reviewed a draft BOCC District Elections educational brochure and the <br />materials for BOCC District Elections newspaper advertisements that will be circulated to <br />increase public awareness of the November 7, 2006 BOCC District Elections Referendum, <br />provided any comments, and considered authorizing staff to proceed. <br />Commissioner Gordon suggested that the font of the percentages on the brochure <br />needs to be larger. <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Carey to <br />authorize staff to proceed with brochure publication and newspaper advertisement placement, <br />with bigger fonts. <br />VOTE: UNANIMOUS <br />11. Closed Session <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Carey to <br />go into closed session at 10:35 p.m. for the purpose of: <br />"Discussing the County's position and to instruct the County Manager and County Attorney on <br />the negotiating position regarding the terms of a contract to purchase real property for County <br />offices," NCGS § 143-318.11(a)(5}. <br />VOTE: UNANIMOUS <br />RECONVENE INTO REGULAR SESSION: <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Faushee <br />to adjourn into regular session at 11:20 p.m. <br />VOTE: UNANIMOUS <br />12.
