He said that making <br />technology accessible is extremely important for bringing in entrepreneurs to the area. <br />Mr. Schmitt asked about his view on public libraries and how they are a direct adjunct <br />piece to education. Tom Robinson said that the libraries could be sources for adult learning <br />because there is no community college yet. In Rockingham County, there are five branch <br />libraries and Rockingham County is number five in the State for per capita funding. <br />Mr. Montgomery asked Tom Robinson if he was in Rockingham County when American <br />Tobacco and Fieldcrest left and Tom Robinson said that he was not there, but it devastated the <br />area and it has not recovered. This was one of the reasons that he was brought into <br />Rockingham County, because he has a strong background in planning and in economic <br />development. <br />Mr. Peters asked far a recap of the candidates' municipal history, and each candidate <br />did this. <br />1. If not, then they will enter into negotiations and then a <br />public announcement. <br />b. Board Comments <br />Commissioner Carey said that the NC 57 Small Area Planning Group met last night and <br />is moving along fine. <br />Commissioner Carey made reference to an item in the packet about the Upper Neuse <br />River Basin Association Falls Lake Nutrient Management Strategies stakeholder process, and <br />that the association has applied for and received $51,QQQ to support this process. The planning <br />group is asking Orange County and other partners to contribute. Orange County's share would <br />be $3,835. The request is for Orange County to contribute $1,915 this fiscal year and the other <br />half next fiscal year. He wants to ask the Board if it is willing to contribute this money. <br />Commissioner Foushee asked if it is possible to have a presentation from the <br />association before making a decision and the Board agreed. <br />Commissioner Halkiotis made reference to a report at budget time regarding the amount <br />of money spent in overtime. He thinks the figure was $SQQ,000. He asked if this was done with <br />all County employees. He asked if anyone was working over 4Q hours and not getting paid <br />overtime. He would like a report on this. He wants to make sure that all County employees are <br />being treated the same. <br />Commissioner Halkiotis said that he read in the Herald Sun about the Chapel Hill <br />Training and Outreach program that has been functioning at the Hillsborough Elementary <br />
