The Board entered into a lease agreement with the Piedmont Food and Agricultural Processing <br /> Center, Inc., regarding the occupation and lease of the building at 500 Valley Forge Road, Hillsborough <br /> and authorized the Chair to sign. <br /> I. Chanqe in BOCC Reqular Meetinq Schedule for 2012 <br /> The Board approved one change to the County Commissioners' regular meeting calendar for 2012. <br /> m. Bid Award: Walnut Grove Church Road Solid Waste Convenience Center <br /> This item was discussed and voted on independently from the Consent Agenda (see above). <br /> n. Efland Phase 2/Buckhorn Sanitary Sewer Proiect Update <br /> The Board approved a project status of the Efland Phase 2/Buckhorn sanitary sewer project and <br /> change order cost reconciliation associated with the State approved deepening of the Brookhollow Road <br /> Lift Station ("BRLS"). <br /> 6. Public Hearinqs <br /> a. CDBG Proqram — Infrastructure Hook-up Proqram <br /> Tara Fikes stated the purpose of this public hearing is to receive comments prior to the official <br /> close out of Orange County's FY2010 Community Development Block Grant for a grant they received for a <br /> infrastructure hook-up program. They received $75,000 in early 2011 and the intent was to provide water <br /> and sewer connections to nine homes in the Rogers Road community. In order to receive the <br /> connections, the water and/or sewer line has to be accessible to the lot and monies could not be used to <br /> extend the line only to connect to the lines. They did identify nine homes that could benefit from this <br /> program and they completed connections at seven. One home identified was damaged in a storm and the <br /> other was already connected. The total cost for the seven connections was $61,218.53 leaving <br /> $13,781.47 in the grant fund. After speaking with members of the community, they identified another <br /> home that would be eligible and the family was interested in connecting; however, state officials indicated <br /> they would not extend the grant period but the family can reapply if they do the program again. The <br /> program is offered annually. Ms. Fikes said the state would retain the $13,781 and she presented the <br /> necessary documents to close the grant. <br /> Commissioner Gordon asked whether Ms. Fikes had received the letter from Minister Robert <br /> Campbell and Mark Dorosin, and also asked the Clerk Donna Baker to confirm that she was entering it into <br /> the public record of the meeting. <br /> Ms. Fikes replied she received the letter, as had the Commissioners, and would be sure to include it <br /> when they submit their close out documents to the state community development offices. Ms. Baker said <br /> she would enter it into the record as well. <br /> Commissioner Gordon asked Tara Fikes to confirm whether the grant had to be closed out now. <br /> Tara Fikes stated that in order to continue to receive CDBG funding from the state in the future, <br /> Orange County needs to close this grant now.
