1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: October 16, 2012 <br /> Action Agenda <br /> Item No. 8-b <br /> SUBJECT: Tax Collector's Monthly Report <br /> DEPARTMENT: Tax Administration PUBLIC HEARING: (Y/N) No <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Spreadsheets Dwane Brinson, Tax Administrator, <br /> (919) 245-2109 <br /> PURPOSE: To present a monthly report to the Board showing the amount collected on each <br /> year's taxes charged during settlement, remaining uncollected, and steps being taken to collect <br /> the uncollected amount. <br /> BACKGROUND: North Carolina General Statute 105 — 350 contains a list of requirements <br /> imposed on County Tax Collectors. One duty is to submit a report to the governing body at <br /> each of its regular meetings showing the (1) amount collected on each year's taxes charged <br /> during annual settlement, (2) amount remaining uncollected, and (3) steps being taken to <br /> encourage or enforce payment of uncollected taxes. Tax Administration's report will transcend <br /> basic statutory requirements as it will provide an updated current year collection percentage and <br /> juxtapose last year's performance with the current year's through the same time period. <br /> However, while timing of payments between July and January, especially from large taxpayers, <br /> may raise concerns on the surface, the Orange County Tax Collector will research anomalies <br /> and provide explanations as needed to the BOCC. <br /> A foremost goal of this statutory duty is to provide transparency to the BOCC and public <br /> regarding tax collection efforts, and to retain a firm grasp on the efficacy of budgeted property <br /> tax revenues. The Orange County Tax Collector submits these reports in good faith, and final <br /> reconciliation of tax collection numbers will be performed annually after fiscal year end in <br /> preparation for settlement and audits. <br /> FINANCIAL IMPACT: There is no financial impact associated with receiving this report. <br /> RECOMMENDATION(S): The Manager recommends the Board receive the Tax Collector's <br /> Monthly Report. <br />
