He wants to know if <br /> 8 employees would be willing to have fewer benefits if you could switch to a provider they would <br /> 9 rather have. He said that the survey should have had this question. In the follow-up, he thinks <br /> 10 that this is a key indicator. <br /> 11 Nicole Clark said that the survey is a starting point and she hopes to have focus groups. <br /> 12 The details of the survey will be posted on the website. This is only a starting point for <br /> 13 discussion. <br /> 14 Commissioner Jacobs said that, having heard from employees, he would like them to <br /> 15 know that they are not alone and that the County Commissioners responded in some way to <br /> 16 direct staff to do this survey. <br /> 17 <br /> 18 Commissioner Foushee said that she has a concern about retiree health insurance. <br /> 19 The Board changed the eligibility of employees but Board of County Commissioners retiree <br /> 20 health insurance is not addressed. She thinks that if the County requires employees to have 20 <br /> 21 years of continuous service, then the County Commissioners should also have something <br /> 22 comparable (they are currently eligible now after eight years) to this for equity's sake. This will <br /> 23 be brought back to the Board. <br /> 24 <br /> 25 Mark Browder then made his PowerPoint presentation. He made reference to slide 2 <br /> 26 and said that the payout versus the premium pay was a loss of$2.7 million for the NCACC for <br /> 27 insuring Orange County. After plan design changes were made, the plan has been running <br /> 28 more smoothly than it did with the NCACC. It is running two points better than breaking even. <br /> 29 Slide 5 has the 2013 renewal estimate. He looked at both fully insured and self-funded <br /> 30 and self-funding does not make economic sense at this point. <br /> 31 Slide 6 has the 2013 renewal from United Healthcare. There are now plan design <br /> 32 changes. The net effect is a 7% increase in rates, which is competitive. <br /> 33 Mark Browder made reference to the question of whether employees would be willing to <br /> 34 pay more for richer benefits. He said that some employees would be willing to pay more. <br /> 35 Slide 10 has the difference in Option 1 and 2, with the difference being the addition of <br /> 36 the obesity surgery benefit.
