3 <br /> 1 Collaboration between mental health and judicial professionals to provide <br /> 2 support for offenders suffering from diagnosed mental health conditions. <br /> 3 �:� Method: <br /> 4 Require these offenders to complete CRC court, as a way to keep them out of <br /> 5 trouble, rehabilitate them, provide support, and eventually have their charges <br /> 6 dropped. <br /> 7 �:� Results : <br /> 8 Around 50 participants per year/Orange Co. only— (54 in 2010) <br /> 9 Graduation rate has averaged 50% over the last 10 years. <br /> 10 Local studies show recidivism is slowed after CRC involvement. <br /> 11 What is Community Resource Court? <br /> 12 (CRC) <br /> 13 <br /> 14 CRC was created to address the treatment needs of people with mental health issues who <br /> 15 became involved with the criminal courts. <br /> 16 <br /> 17 �:� Links offenders with services and supports that help them to better manage their mental <br /> 18 illness. <br /> 19 �:� Also called "Mental Health Court" because it helps people address their mental health <br /> 20 needs as well as helping them to be law abiding residents. <br /> 21 �:� Funding is $189,000 per year which comes from DHHS and covers the salary and <br /> 22 expenses of the program manager and care coordinator-covers both Orange and <br /> 23 Chatham Counties <br /> 24 �:� Currently there are no funds that cover court administrator, judges, or attorneys time <br /> 25 <br /> 26 �:� The total number served since 2000 in Orange County: 780 <br /> 27 <br /> 28 Dispute Settlement Center: <br /> 29 �:� The Dispute Settlement Center is the original and model mediation center in NC, <br /> 30 founded in 1978 by concerned citizens with support of Orange County Board of County <br /> 31 Commissioners. <br /> 32 �:� DSC serves 3000 people a year through Mediation, Public Disputes, Training and Youth <br /> 33 Programs. <br /> 34 <br /> 35 District Court Mediation <br /> 36 �:� DSC's core program for over 30 years <br /> 37 �:� FY 12 state budget eliminated the allocation to DSC for court mediation: $60,227 <br /> 38 �:� Mediators worked with an average of 200 cases/year with 85% resolution rate for <br /> 39 mediated cases <br /> 40 �:� Mediation saves court time and effectively moves cases through the system <br /> 41 Commissioner Foushee arrived at 7:13 PM. <br />
