I Chair Jacobs asked about Johnson's Mill and Tom Heffner explained that all of the trails are far away from people's houses. He said that the dedication in this case was requested for a public conservation purpose. Craig Benedict said that the JPA plan does mention greenways and the definition says that greenways have to do with public access and not just wildlife corridors. Commissioner Carey agreed that if this is going to be a dedication for recreation, then there should be access, but this is tight, and because of that, he can appreciate the concern of people walking through private property. Chair Jacobs suggested that there could be three different options on the table and he would like to see the alternatives listed in writing and justifications in writing by the developer and then brought back to the Board of County Commissioners. The developers said that they could withdraw the offer to give the four acres. This would be one of the options. Commissioner Gordon would like to have information on the option of payment-in-lieu, in addition to the other options.
