Gordon Battle Courtroom in Hillsborough, North Carolina. <br /> COUNTY COMMISSIONERS PRESENT: Chair Barry Jacobs and Commissioners Moses <br /> Carey, Jr., Valerie P. Foushee, Alice M. Gordon, and Stephen Halkiotis <br /> COUNTY ATTORNEYS PRESENT: Geoffrey Gledhill <br /> COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County <br /> Managers Rod Visser and Gwen Harvey, and Clerk to the Board Donna S. Additions or Changes to the Agenda <br /> Chair Jacobs asked all to pause for a moment of silence in memory of Ron Holdway, a <br /> member of the Environmental Health staff, who passed away this summer. <br /> Chair Jacobs went through the additional items: Blue sheet from Paul Thames on <br /> Buckhorn EDD and Gravelly Hill Middle School water and sewer project; salmon sheet, which is <br /> a replacement for item 5-k; a map that goes with item 5-m; item 5-o is a clarification of what they <br /> are discussing with this; item 5-u is also a clarification; item 9-d (yellow sheet) is an email <br /> received from a citizen; there was a revised item 9-e-10, which is the Sportsplex Community <br /> Advisory Committee; and item 9-e-1 is the NC 57 Speedway Small Area Plan and there was a <br /> category left off for citizens at large. Also, 9-c, The Orchard subdivision, has been removed at <br /> the request of the developer. <br /> 2. Public Comments <br /> a. Matters not on the Printed Agenda <br /> Jamie Daniel said that he read an article in the News and Observer about Orange <br /> County's tax rate being the highest in the Triangle. He said that there were people mentioned in <br /> this article that are afraid that they will not be able to pay their taxes. He said that these are <br /> retired senior citizens that are being threatened to have their homes taken away, and they are <br /> being threatened by Orange County. He said that he is very disappointed that so much time <br /> was spent during the budget cycle about merger, the district tax, and the school systems, and <br /> he is afraid that they forgot to pay attention to the people who need it the most. He said that <br /> these are the weakest among them — minorities, retirees, and senior citizens. He is concerned <br /> about family survivability in Orange County. He is disappointed that this was in the News and <br /> Observer. <br />
