APPROVED 1 01312 0 0 6 MINUTES ORANGE COUNTY BOARD OF COMMISSIONERS REGULAR MEETING June 27, 2006 7:30 p.m. The Orange County Board of Commissioners met in regular session on Tuesday, June 27, 2006 at 7:30 p.m. at the Southern Human Services Center, in Chapel Hill, North Carolina. COUNTY COMMISSIONERS PRESENT: Chair Barry Jacobs and Commissioners Moses Carey, Jr., Alice M. Gordon, and Stephen Halkiotis COUNTY COMMISSIONERS ABSENT: Valerie P. Foushee COUNTY ATTORNEYS PRESENT: Geoffrey Gledhill COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Managers Rod Visser and Gwen Harvey, and Clerk to the Board Donna S. Baker (All other staff members will be identified appropriately below} NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT AGENDA FILE IN THE CLERK'S OFFICE. 1. Additions or Changes to the Agenda Chair Jacobs reviewed the various information at the County Commissioners' places. There was an update on OPC information {pink sheet), which provides information pertaining to every contract in which OPC will be involved in the upcoming fiscal year. There was a revised item 5-d. The lime green sheet was a copy of the letter sent to the Mayors of Chapel Hill and Carrboro regarding SAPFO as it relates to CHCCS Elementary School #10. Commissioner Carey suggested moving the Special Presentations, Item 7, down to Item 10 after the Decisions far Regular Agenda. Chair Jacobs said that they did invite Doctor Nolan and they paid the TDR consultants to do the presentation. Commissioner Carey said that he would like to finish the decisions. Commissioner Halkiotis promised that he would not move to adjourn before the decision items were addressed. John Link urged the Board to consider letting Dr. Nolan make his presentation under item 7-a so that he could leave at a reasonable hour. Item 7-b can be addressed at a later time. The Board agreed. Chair Jacobs said to move the TDR presentation to item 10 -Reports. PUBLIC CHARGE The Chair dispensed with the reading of the public charge, 2. Public Comments a. Matters not on the Printed Agenda Sheila Sholes- Ross, Executive Director of Communities in Schools of Orange County, invited John Link to come up and get the Crystal Award for being "crystal clear" about the educational needs of children in Orange County. She read the award.
