Commissioner Carey said that he does not support leaving this at $800,000, but <br />if they decide to da this, it will have to be restricted. <br />Commissioner Gordon said that she wishes they could do something on the ad <br />valorem tax rate. <br />A motion was made by Chair Jacobs, seconded by Commissioner Foushee to <br />put $800,000 in the Fair Funding Reserve, to be distributed equally between the two <br />school systems, for school resource officers or other health and safety related positions <br />subject to a contractual agreement. <br />VOTE: Ayes, 4; No, 1 (Commissioner Carey) <br />Commissioner Carey said that when contracts are executed then this money will <br />be restricted and Chair Jacobs said yes. <br />Chair Jacobs said that if they leave in the Sheriff taking off the vehicles, this is an <br />additional $65,000. <br />Regarding CHCCS district tax, Commissioner Carey recommended that it go up <br />to 18.55 from 18.34 and Commissioner Carey said that this was tied to the proposal for <br />additional money to the $350,000 saved from the SROs. He is not a proponent of <br />increasing the district tax under any circumstances because it aggravates the gap in fair <br />funding. He cannot propose to raise it to 19.0 cents like Chair Jacobs did. <br />A motion was made by Commissioner Halkiotis, seconded by Chair Jacobs to <br />increase the CHCCS district tax to 19.0 cents for the specific purpose of opening <br />Carrboro High School. <br />Chair Jacobs said that they all share Commissioner Corey's concern about <br />raising the district tax, but the purpose is for opening the new high school. <br />Commissioner Carey said that he looked in the budget document to find out haw <br />much CHCCS really needed to open the new high school and he could not find a <br />specific figure. <br />CHCCS Chair Lisa Stuckey said that it was $396,666, which is page 8 of <br />Superintendent Pedersen's PowerPoint several weeks ago. <br />Chair Jacobs asked staff how much they would need to raise the district tax to <br />reach this number but not to go over 19.0 cents and Commissioner Carey said that it <br />was about .42%. <br />Chair Jacobs said that they would defer this decision until the staff comes back <br />with an exact number. <br />Regarding the 3R fee, Commissioner Carey suggested accepting all increases. <br />Commissioner Halkiotis recommended that they do not raise any of the 3R fees. <br />Chair Jacobs said that he proposed to increase just the basic fee because if they <br />do not raise it now, they will have to raise it higher later on. He would rather have <br />gradual increases. <br />Commissioner Foushee said that if they do not propose something now, they will <br />have to increase it even more in subsequent years. <br />A motion was made by Chair Jacobs, seconded by Commissioner Foushee to <br />approve raising just the basic fee 3R fee from $27.00 to $34.00. <br />VOTE: Ayes, 3; Nays, 2 (Commissioner Halkiotis and Commissioner Carey) <br />Chair Jacobs said that he and Commissioner Carey agreed on additions to the <br />budget.
