<br />construction design and engineering services to secure permits, conduct engineering work, and <br />create construction drawings and specifications for bid documents far Northern Park and Twin <br />Creeks Park (Phase 1) and authorize the Chair to sign subject to final review by staff and the <br />County Attorney. <br />VOTE: UNANIMOUS <br />d. Animal Shelter Facility Development Over Summer Break <br />The Board considered authorizing staff to proceed with architect selection and other <br />associated activities that may be identified to expedite the development of the new Animal <br />Shelter, to be sited on Eubanks Road, Chapel Hill; and to request that the Chair be authorized <br />to sign a letter requesting expedited review by the Town of Chapel Hill for this project; and to <br />designate two County Commissioners to serve on the panel that will select the project architect; <br />and to direct the Clerk to present candidates for appointment to the project design committee an <br />August 22, 2006. <br />Pam Jones said that they want to be able to continue with this over the summer with site <br />visits, etc. This is being driven by the information that they may have a smaller window on this <br />project because of remediation of the hazardous landfill that is in close proximity to the animal <br />shelter. They should be getting additional feedback from UNC soon. <br />John Link said that as they proceed with due diligence they will be talking with UNC <br />officials to find out when their remediation has to occur around the landfill and how close the <br />animal shelter is to the circumference of the landfill. <br />Chair Jacobs said that, looking at this process, the Board has not had a discussion <br />about what kind of shelter it wants. He asked how this would work with picking a project <br />architect. Pam Jones said that their solicitation will have requests for qualifications for <br />architects that have built similar facilities. She said that it will be important to have someone <br />that can do an animal shelter and that is familiar with the Chapel Hill process. <br />Chair Jacobs said they have not had a discussion about a no-kill shelter or other kinds of <br />animal shelters and he does not want to make a de facto decision. <br />Animal Services Director Bob Moratto said that the decision is about the kind of <br />interaction that the architect and the design committee are going to have about programming of <br />the shelter. He thinks that there should be some engagement between the design committee, <br />the architect, and the engineer sa that the community needs are driving the final form. <br />A motion was made by Commissioner Carey, seconded by Chair Jacobs to authorize <br />staff to proceed with architect selection and to establish a contract with the recommended firm <br />that will be ratified by the County Commissioners an August 22, 2006; and to authorize the <br />Chair to sign a letter requesting expedited project review from the Town of Chapel Hill; appoint <br />Commissioner Carey and Chair Jacobs to serve on the architect selection/design committee; <br />direct the Clerk to the Board to present candidates for appointment to the design committee an <br />August 22, 2006; and to request the Animal Services Advisory Board to recommend two <br />members to serve on the design committee. <br />VOTE: UNANIMOUS <br />e. Proposed Final Draft Efland-Mebane Small Area Plan <br />The Board considered adoption of the Efland-Mebane Small Area Plan. <br />Planning Director Craig Benedict introduced Planner II Perdita Holtz, who went over the <br />recommendations. <br />Perdita Holtz said that at the May 22"d QPH they heard a presentation an this draft plan. <br />At that time, the Board moved to refer this to the Orange County Planning Board. The Planning <br />Board recommended approval unanimously with two comments: to pay particular attention to <br />water and sewer issues and to remove a bullet in the executive summary regarding designating <br />the planning area as a possible TDR receiving area.
