<br />A motion was made by Chair Jacobs to approve residency districts for proposal D. <br />Commissioner Carey said that this is inconsistent with what the rural people wanted. <br />Chair Jacobs said that he thinks that they have moved a long way and have gone to a <br />seven-member board and from an all at-large to the majority being elected by district. He said <br />that to say that they are not responding to the rural residents of Orange County is wrong. He <br />agrees with Commissioner Halkiotis about being pessimistic. He is suggesting a different way <br />of looking at things and he would like to move on. His concern is that by going with residential <br />and nominating districts, they will create divisions. He thinks that it is important to maintain the <br />sense that the County Commissioners are all as responsible as possible to all of the citizens of <br />Orange County and not just the people in one district. This is why he had difficulty voting for the <br />previous motion. <br />There was na second to the motion. <br />Commissioner Carey said that he disagrees with the map for proposal D, and he thinks <br />that the nominating districts should be the option that is adopted. <br />A motion was made by Commissioner Carey, seconded by Commissioner Gordon to <br />have nomination by district (nominating districts), and election at large in the general election. <br />Chair Jacobs said that they put the map from proposal D with the second permutation for <br />a process as recommended by the Attorney, which has residency and nominating districts, at- <br />large general election. <br />Commissioner Carey changed the motion to adopt nominating districts for the map that <br />he put forward, and election at large in the general election.
