<br />The Board received a status report on activities, successes, challenges, and future plans <br />concerning the Middle College High School at Durham Technical Community College. <br />John Link introduced Dr. Charles Nolan, Principal of the Middle College. Dr. Nolan said <br />that the definition for middle college is a school program far 11t" and 12t" graders only and <br />students apply to get in. They are typically located on community college campuses and it is an <br />opportunity for students to take high school courses and community college courses while they <br />are in high school. It also is in a different setting, and the maximum enrollment is 200 students. <br />They will be accepting students from three different school districts -Durham Schools, Orange <br />County Schools, and Chapel Hill-Carrboro City Schools. There is a percentage allotment - 50% <br />of the spaces go to Durham Schools, 25% goes to OCS, and 25% goes to CHCCS. There are <br />three outcomes for the students -they can get community college credit that is transferable to a <br />four-year university, they can stay on for another year or semester and get an Associates <br />Degree, or they can get industry certification (construction, health care, computer network). <br />Commissioner Halkiotis asked about CHCCS providing free public transportation passes <br />and Dr. Nolan said that each system was required to come up with its own transportation <br />system. Durham has three central bus stops at three different high schools. OCS is doing it <br />with one central bus stop at the old Wal-Mart, using a Driver's Education car because there was <br />only one student. CHCCS is giving students free TTA passes. <br />Dr. Nolan said that one way to support this program is to get the word out. All tuition and <br />books are free. <br />Chair Jacobs asked if he was on the schools websites and Dr. Nolan said yes. The <br />phone number is 919-666-3812. <br />b. Orange County Transfer of Development Rights (TDR) Program Feasibility <br />The Board received the consultant's draft report on the TDR Feasibility Study and <br />considered the recommendation of the TDR Task Force that the process of designing a TDR <br />program should go forward. <br />Planning Director Craig Benedict introduced Scott Lane of Louis Berger Group/UNC- <br />Charlotte Urban Institute. Scott Lane made a PowerPoint presentation.
