<br />WHEREAS, George W. Bush has admitted that he willfully and repeatedly violated the Foreign <br />Intelligence Surveillance Act, and boasted that he would continue to do so, each <br />violation constituting a felony; and <br />NOW, THEREFORE, the Orange County Board of Commissioners submits that his actions and <br />admissions constitute ample grounds far his impeachment, and that the General <br />Assembly of the State of North Carolina has good cause far submitting charges to <br />the U.S. House of Representatives under Section 603 as grounds for George W. <br />Bush's impeachment and the investigation should extend to possible impeachable <br />misconduct by Vice President Richard "Dick" Cheney. <br />The Orange County Board of Commissioners further submits that Articles of <br />Impeachment should charge that George W. Bush has violated his constitutional <br />oath to preserve, protect and defend the Constitution of the United States, by <br />acting in a manner subversive of constitutional government to the great prejudice <br />of the cause of law and justice, and to the manifest injury of the people of the State <br />of North Carolina and the United States of America. <br />WHEREFORE, George W. Bush, by such conduct, warrants impeachment and trial, removal <br />from office, and disqualification to hold and enjoy any offices of honor, trust or <br />profit under the United States of America. <br />This the 27th day of June 2006. <br />dd. Eno Economic Development District (EDD) Small Area Plan <br />The Board considered continuing community meetings and developing a process for <br />preparation of a Small Area Plan far the Eno EDD at the Durham/Orange County line along US <br />70 and I-85. <br />PUBLIC COMMENT: <br />Will Dubose said that his family owns Ena Farms. He appeared before the Board last <br />May about a tract of a land, approximately 1,000 acres, in eastern Orange County along US 70 <br />as it comes close to merging with I-85. At that time, they had requested that the property be <br />considered to be included in the Small Area Plan. They met with the Orange County Planning <br />Department on numerous occasions and have also met with the City of Durham regarding the <br />feasibility, willingness, and capacity of Durham to be able to service this area for Orange County <br />from a water and sewer perspective. At the meeting, it became clear that Durham had the <br />ability and willingness to do it and a bulk land sell concept was discussed, which would allow <br />Durham to provide water and sewer to this area, while allowing Orange County to maintain the <br />jurisdictional and zoning control of this area. After that meeting, they sent a letter to <br />Commissioner Carey about discussing this further. They then met with John Link, Geof Gledhill, <br />and other staff and shared this development and concept of a bulk sell for getting water and <br />sewer for this critical area. He requested two things -that this area, Eno Farms, be included in <br />the Eno EDD zone; and secondly to ask that he be included as a community volunteer to be on <br />the volunteer board. <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Foushee to <br />approve continuing community meetings and develop a process for preparation of a Small Area <br />Plan for the Eno EDD at the Durham/Orange County line along US 70 and I-$5. <br />VOTE: UNANIMOUS <br />
