<br />reputation of the United States, including thousands of unnecessary deaths, have resulted in a <br />definite call for impeachment. They are asking the Board to endorse these resolutions. <br />Commissioner Halkiotis said that he appreciates the desire for this resolution. He spoke <br />as an individual who has never voted for George Bush and does not support his behaviors. <br />However, he has a lot of faith in Congressman David Price and he said that Congressman Price <br />has done a lot for this County, such as water and sewer lines in Efland and the farmers market <br />in Hillsborough. He is voting against this because he supports Congressman Price. He thinks <br />that Congressman Price should have the latitude to make a judgment call in Washington without <br />him as an Orange County Commissioner telling him what to do. <br />Commissioner Gordon noted that there are two resolutions. Commissioner Halkiotis <br />said that he is voting against both because that is why there are people in Raleigh and <br />Washington, DC. <br />Commissioner Gordon said that she agrees that President Bush should be impeached <br />but she does not want to single out Congressman Price. <br />Commissioner Foushee suggested voting on the resolutions separately. <br />A motion was made by Commissioner Carey, seconded by Chair Jacobs to approve the <br />resolution entitled "Resolution Calling for Congressman David Price to Support U.S. House <br />Resolution 635." <br />VOTE: Ayes, 2; Nays, 3 (Commissioner Halkiotis, Commissioner Foushee, and Commissioner <br />Gordon} MOTION FAILED <br />A motion was made by Commissioner Gordon, seconded by Commissioner Foushee to <br />approve the resolution entitled, "Resolution to the North Carolina Legislature" with one <br />grammatical change by Commissioner Gordon -change "council" to "counsel". <br />VOTE: Ayes, 4; No, 1 (Commissioner Halkiotis) <br />RESOLUTION TO THE NORTH CAROLINA LEGISLATURE <br />WHEREAS, Section 603 of the Manual of the Rules of the United States House of <br />Representative provides for impeachments to be initiated on a motion based on <br />charges transmitted from a state legislature; and <br />WHEREAS, George W. Bush has committed high crimes and misdemeanors as he has <br />repeatedly and intentionally violated the United States Constitution and other laws <br />of the United States, particularly the Foreign Intelligence Surveillance Act and the <br />Torture Convention, which under Article V1 of the constitution is a treaty as part of <br />the supreme law of the land; and <br />WHEREAS, George W. Bush has acted to strip Americans of their constitutional rights by <br />ordering indefinite detention of citizens, without access to legal counsel, without <br />charge and without opportunity to appear before a civil judicial offer to challenge <br />the detention, based solely on the discretion designation by the President of a U.S. <br />citizen as an enemy combatant, all in subversion of law; and <br />WHEREAS, George W. Bush has ordered and authorized the Attorney General to override <br />judicial orders for the release of detainees under U. S. Citizenship and Immigration <br />Services jurisdiction, even though the judicial officer after full hearing has <br />determined that a detainee is held wrongfully by the Government; and <br />
