Attachment 2 <br />Policy Regarding Extension of <br />Water and Sewer Line.5 or, Connections Thereto <br />In the University Lake Watershed <br />Page 2 <br />toncw, rather, than existing, dm1opment in the watershed . <br />The decision to approve or disapprove any petitions submitted under Conditions 1, 2, 3, or 511 below <br />for water andfor sewer extensions or connections in the University IA" watershed shall be made by <br />the Authon"ty's Umd of Meow, after conducting a, Public, Hearing. Conclusions of the Board shall <br />state ft, findings upon which the decision was based. Decisions to approve or disapprove petitions <br />submitiod under Conditions 4 or 5A shall riot require a public hearing and ray be made by Autho nity <br />staft <br />Petitions, for service extensions and connections may be granted when ft Board determines that <br />Petitioners for such extensions or connections have established, to the satisfaction, of the Board: <br />That such connection or exterision is neces&ary to alleviate existing cireurnst&noes or <br />conditions the Boaxid finds are causing an existing or i dfqg Milth hazard,; or <br />2. That, such conneclion, or, extension is necessary to alleviate existing conditions that will <br />significantly jeopardize University Luke water quality; or <br />A <br />3. That such connection or extension is necessary to respond to an existing hardship that is <br />Materially adverse or catastrophic to the health, safety and welfare, of the Sencrail. public. <br />4. Arty lots in the Rangewood subdivision that were, beaefitted by theAuthority's previous water <br />and sewerextension project, and which appear on OWASA's Final Assessment Roll for that <br />project, may be connected to the Authority's water andlor sewer lines as long as all <br />assessments, fees, and charges have beent paid or am up to date. , S'ucb connections may be <br />made without meeting the conditions of 1, 2, or 3 above, and such permission may be <br />granted by Authority staff without conducting a public hearing. <br />5. A, Structures that existed before April 23, 19181 and that are located on lots Lbat existed <br />before April 23, 1987 and adjacent to OWASA water or sewer lines installed before <br />April 23, 19°97, may be connected to the I ine to which they were, adjacent on April , 23, <br />1987 without meed" the conditions of 1, 2, or 3, above and such permission may be <br />,granted by Authority staff without conducting a public hearing. <br />B. A legal change in property we shall not impede the approval of such connections <br />unless the siructure is increased in size by more than ,50 percent, or unless the proposed <br />use constitutes, an increased, ha7Ard to die ,watershed. <br />
