<br />APPROVED 8/22/2006 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />June 13, 2006 <br />7:30 p.m. <br />The Orange County Board of Commissioners met in regular session on Tuesday, June 13, <br />2006 at 7:30 p.m. in the F. Gordon Battle Courtroom in Hillsborough, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Barry Jacobs and Commissioners Moses <br />Carey, Jr., Valerie P. Foushee, Alice M. Gordon, and Stephen Halkiotis, <br />COUNTY ATTORNEYS PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County <br />Managers Rod Visser and Gwen Harvey, and Clerk to the Board Donna S. Baker (All other staff <br />members will be identified appropriately below} <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br />AGENDA FILE IN THE CLERK'S OFFICE. ALL RECORDINGS OF THE MEETING WILL BE <br />KEPT FOR 5 YEARS. <br />1. Additions or Changes to the Agenda <br />Chair Jacobs reviewed information at their places. Item 5-a is regarding the NC 57 <br />Speedway. The green sheet is an addition to the consent agenda, item 5-cc, which is a change <br />to call a special meeting for Thursday, June 27, 2006 at 5:30 p.m. at the Southern Human <br />Services Center in Chapel Hill. At 6:00, the Board will begin a discussion of the Central Orange <br />Senior Center draft design of the Adult Daycare Facility. The PowerPoint presentation printout <br />is for item 7-a, the Mill Creek Area Study. The blue sheets are for item 9-c, The Orchard. The <br />shocking pink and other blue sheet are for item 10-b, the Composite Countywide Plan for Parks <br />and Trails. Attachment 5 will be addressed by John Link under Board comments. <br />Commissioner Gordon said that for item 10-b, the correct cover memo was not included, <br />which has something for the Board to adopt. She suggested adding this as item 5-dd. <br />The Board agreed to add items 5-cc and 5-dd. <br />PUBLIC CHARGE <br />The Chair dispensed with the reading of the public charge. <br />2. Public Comments <br />a. Matters not on the Printed Agenda <br />Jim Dooley was representing the Hillsborough-Orange County Chamber of Commerce <br />and he said that Hog Day is on June 16-17. He said that this is the 24t" running of Hog Day. <br />He brought goodies to the County Commissioners. <br />Commissioner Halkiotis asked if this was going to be the last year at this site and Jim <br />Dooley said that it depends on construction. Commissioner Halkiotis said that he hopes that <br />Orange County has land for them to use. <br />Alice White is a member of the Orange County Board of Health, a member of the <br />Environmental Health Subcommittee, an epidemiologist, and a resident of Orange County for <br />almost 30 years. She spoke about the concern for the lack of clear accountability and a <br />
