The <br />development process for the 2040 MTP and CTP is very similar andas a resultthe DCHC MPO <br />will conduct the development process for both documents at the same time. <br />AlternativesAnalysis (Attachment 5): <br />An Alternative is a combination of a transportation network, which includes a set of highway, <br />transit and other transportation improvements, and a land use scenario that depicts the <br />distribution of population and employment for the year 2040. These Alternatives are then <br />analyzed using theTriangle Regional Model (TRM) which forecasts future travel statistics based <br />on assumptions concerning the highway network, transit service and other transportation <br />facilities. Itis very unlikely that one of the Alternatives in its entirety would be advanced as the <br />Preferred Option. Most likely, the final MTP and CTP will be a combination ofthe various <br />Alternatives. <br />Model Output and Evaluation Measures: <br />The TRM provides four outputsthat areused to evaluatetheAlternatives. Two of the outputs, <br />Travel Isochrones andTravel Time estimates, are only presented if the results are informative. <br />The remaining two,Performance Measures and Congestion Maps, are always presented and <br />usually provide the most information for evaluation.Performance Measures include <br />measurements such as total daily vehicle miles traveled, average speed by road type and daily <br />average trip lengths. Congestion Maps comparea road’s capacity to the projected traffic <br />volumeand illustrate how heavy congestion will be on the network.All four outputs are <br />compared to thebaseline“Existing plus Committed” alternative which includes all projects that <br />currently exist or have committed funding. <br />Items of Orange CountyInterest in the 2040 MTP (Attachment 4): <br />Due to the length and depth of the Alternatives Analysis, staff has created a short outline of <br />Orange County data used in the analysis, key areas of interest to Orange County, an index of <br />Orange County Maps within the Analysis, lists of Orange County highway and transit projects <br />included in the Alternatives andone additional map from the Analysis that was notavailable by <br />the agenda deadline. <br />Orange Unified Transportation Board Recommended Comments(Attachment 3) <br />The Orange Unified Transportation Board (OUTBoard) received a presentation on the 2040 <br />MTP Alternatives Analysis at its meeting on September 19, 2012 and recommended the <br />comments listed in Attachment 3. <br />Next Steps <br />In the next few months, the DCHC MPO Technical Advisory Committee(TAC)will use the <br />comments to direct development of a Preferred Option. The Preferred Option will be used to <br />create the Draft 2040 MTP and CTP which will be released in December 2012. The Draft 2040 <br />MTPand CTP will be used to ascertain if the Plan meets airquality conformity regulations, and <br />then the plan is submitted for Federal approval by June 2013. <br />FINANCIAL IMPACT: <br />There is no direct financial impact associated with this item, although <br />implementation of many of the alternatives will require new local and state funding. <br />RECOMMENDATION(S): <br /> The Manager recommends that the Board: <br />1.Receive the presentation from Andy Henryandthe OUTBoard’s comments; <br /> <br />
