Attachment 4 — Draft Letter to Hillsborough <br />October 2, 2012 <br />Mr. Tom Stevens, Mayor <br />Hillsborough Town Board <br />Town of Hillsborough <br />PO Box 429 <br />Hillsborough, NC 27278 <br />Dear Mayor Stevens: <br />Thank you for the opportunity to provide input on the Town's draft Future Land Use <br />Plan. Over a period of several years, the County and Town have maintained <br />commitment to coordinate our planning efforts, particularly along the Town's fringe <br />areas. The completion of the Strategic Growth Plan and Interlocal Land <br />Management Agreement were significant accomplishments leading us to this initial <br />step towards a Joint Land Use Plan. <br />Please accept and consider the following Board of County Commissioner comments <br />during the Town's public hearing process. Following adoption of the Town's Land <br />Use Plan, we look forward to working in partnership with the Town to agree upon the <br />Joint Land Use Plan. <br />• Orange County Planning staff to coordinate with Hillsborough staff on <br />recommendations for areas within the Urban Service Boundary that have been <br />left blank. <br />• Orange County will be assisting with costs to extend utilities to properties in the <br />southwest quadrant of Old NC 86/1 -40 to accommodate high intensity uses. <br />• Preference for non - residential uses (See Attached Area 1). <br />• If Mixed Residential Neighborhood is desirable south of 1 -40, east of Old NC 86 <br />would be a better place (See Attached Area 2). <br />• A land use category appropriate for a retail hotel should be provided near the <br />hospital (See Attached Area 3). <br />• Change Rural Living located between 1 -40 and new NC 86 to Mixed Residential <br />Neighborhood (See Attached Area 4). <br />• Relatively high residential densities associated with the Mixed Residential <br />Neighborhood classifications north of US 70 could present significant impacts <br />on downtown through traffic. <br />• Some difficulty differentiating between a few of the map colors. <br />For any questions regarding these comments, please contact our Planning Staff, <br />Craig Benedict or Tom Altieri at 919 - 245 -2575. <br />Sincerely, <br />Bernadette Pelissier <br />
