Hillsborough- Orange Interlocal <br />Agreement Areas <br />PURPOSE: To consider a letter submitting preliminary comments to the Town of Hillsborough <br />regarding its draft Future Land Use Plan and receive an update on the joint planning process <br />that is to occur between the Town and County. <br />BACKGROUND: The Town of Hillsborough has initiated a process to prepare a draft Future <br />Land Use Plan. The draft Plan covers the Town's planning jurisdiction, plus some additional <br />areas of County jurisdiction, per the Hillsborough- Orange Interlocal Land Management <br />Agreement (December 2009). <br />In general and consistent with the Agreement, the Plan is to be completed and adopted first by <br />Hillsborough, "inviting comments from the BOCC ". Following Town adoption, the BOCC is to <br />consider endorsing the Plan or arranging for negotiation and agreement on any changes <br />followed by joint approval. <br />Attachment 1 provides an introduction to the Town's process. The draft Future Land Use Plan <br />is Attachment 2, and the draft Future Land Use Classifications are detailed in Attachment 3. <br />Town of Hillsborough Outreach Meetings: The Town held a public outreach session on the Draft <br />Plan on September 13, 2012. A second outreach session will be held on October 3, 2012 from <br />10:00 AM - 12:00 PM at the Town Barn, 101 E. Orange St. (Access from East Corbin St.). <br />BOCC Preliminary Comments: In addition to public comments, the Town is seeking any input <br />the BOCC may have at this preliminary stage for its consideration. Since the process outlined <br />by the Agreement does not provide for a detailed County evaluation of the draft Future Land <br />Use Plan at this time, a draft letter (Attachment 4) has been prepared for the BOCC to consider <br />as preliminary input to the Town. <br />
