APPROVED 8/22/2006 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />AND <br />ORANGE COUNTY PLANNING BOARD <br />QUARTERLY PUBLIC HEARING <br />May 22, 2006 <br />7:30 p.m. <br />The Orange County Board of Commissioners and the Orange County Planning Board met for a <br />Quarterly Public Hearing on Monday, May 22, 2006 at 7:30 p.m. in the F. Gordon Battle <br />Courtroom in Hillsborough, N.C. <br />COUNTY COMMISSIONERS PRESENT: Chair Barry Jacobs and Commissioners Valerie <br />Foushee, Stephen H. Halkiotis, and Alice M. Gordon <br />COUNTY COMMISSIONERS ABSENT: Moses Carey, Jr. <br />COUNTY ATTORNEY PRESENT: Geoff Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., and Clerk to the Board <br />Donna S. Baker (All other staff members will be identified appropriately below) <br />PLANNING BOARD MEMBERS PRESENT: Chair Jay Bryan and Members Brian <br />Dobyns, Craufurd Goodwin, Michelle Kempinski, Sam Lasris, Renee Price-Saunders, Sandra <br />Johnson-Quinn, Judith Wegner and Jeffrey Schmitt <br />PLANNING BOARD MEMBERS ABSENT: Bernadette Pelissier and Joel McKnight <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br />AGENDA FILE IN THE CLERK'S OFFICE <br />A. OPENING REMARKS FROM THE CHAIR <br />Chair Jacobs reported that Commissioner Carey could not attend because he was called out <br />of town unexpectedly. <br />B. PUBLIC CHARGE <br />The Chair dispensed with the reading of the public charge. <br />C. PUBLIC HEARING ITEMS <br />Planning Director Craig Benedict said that there are four items tonight and there will be <br />PowerPoint presentations for each of these items on the agenda. <br />1. Efland-Mebane Small Area Plan <br />Craig Benedict said that there were several task force members in attendance and he <br />recognized them. There were over 12 meetings in 12 months and the members also assisted in <br />community outreach and have done presentations. <br />
