<br />APPROVED 8/22/2006 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />May 4, 2006 <br />7:30 p.m. <br />The Orange County Board of Commissioners met in regular session on Thursday, May 4, <br />2006 at 7:30 p.m. in the F. Gordon Battle Courtroom in Hillsborough, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Barry Jacobs and Commissioners Moses <br />Carey, Jr., Valerie P. Foushee, Alice M. Gordon, and Stephen Halkiotis <br />COUNTY ATTORNEYS PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County <br />Managers Rod Visser and Gwen Hanley, and Clerk to the Board Donna S. Baker (All other staff <br />members will be identified appropriately below} <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br />AGENDA FILE IN THE CLERK'S OFFICE. Additions or Chanaes to the Aaenda <br />This portion was not recorded because of technical difficulties (the tape was also blank). <br />PUBLIC CHARGE <br />The Chair dispensed with the reading of the public charge. <br />2. Public Comments <br />a. Matters not on the Printed Aaenda <br />Sandy Peterson is president of Friends of the Orange County Public Library. She <br />thanked the Board for hearing the needs regarding the new library and forming the library task <br />forces of 2000 and 2004. She said that the Library Task Force Report recommended the <br />Central Orange Library of 48,000 square feet. She said that the supporters of the Orange <br />County Library feel strongly that a facility that is designed specifically for public library use is the <br />more important matter at hand rather than the size. She said that the existing library is too <br />small and does not adequately meet the needs of the community, and today the need for a new <br />facility is urgent. There is an immediate need for a new headquartered library facility for Orange <br />County that also serves as a central library providing in-depth reference resources, specialized <br />genealogical services, programming for all ages, as well as general public library services. She <br />said that the Orange County library has only 30°r6 of the State recommended space. She said <br />that the current facility is an embarrassment to a progressive leader in cultural and educational <br />affairs such as Orange County. In addition to quality schools, an adequate library facility in <br />central Orange would be a great asset. She thanked the County Commissioners for having the <br />foresight to begin the process of evaluating library services. <br />b. Matters on the Printed Agenda <br />
