<br />1 <br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date:September 18, 2012 <br />Action Agenda <br />Item No.8-b <br />SUBJECT: Landfill Neighborhood Illegal Dumping Cleanup/CollectionUpdate <br />DEPARTMENT:Solid Waste ManagementPUBLIC HEARING: (Y/N)No <br />ATTACHMENT(S):INFORMATION CONTACT: <br />Gayle Wilson, 919-968-2885 <br />Michael Talbert, 919-245-2308 <br />PURPOSE: <br />To receive an update onthe landfill neighborhood cleanup activity authorized by <br />the Board of Orange County Commissioners (BOCC) at itsMarch 13, 2012 meeting. <br />BACKGROUND: <br />The BOCC adopted a one-time neighborhood cleanup plan in March2012 for <br />properties located within three-fourths of one mile of the landfill boundary, at no cost to the <br />individual property owners. The BOCC excluded the two large illegal dump sites from <br />consideration for this special cleanup project. <br />In Aprilstaff sent notices by registered mail regardingthe cleanup program availability to all <br />property owners in the ¾ mile radiusof the landfill.Five hundred and two (502) properties were <br />identified in thetarget area, resulting in 422 notices being mailed (some recipientsowned <br />multiple properties). The notices provided for 90 days to respond. In order to qualify for the <br />cleanup, property owners were required to sign property access authorization and liability <br />waivers. Staff receivednumerous inquiries base on the notices, and the owners of twenty-two <br />parcels formally requested the cleanup service. <br />Staff executed a request for proposals (RFP) in order to obtain a contractor to conduct cleanup <br />activities. Cecil Holcomb Renovations, Inc. of Raleigh, North Carolina was awarded the <br />contract, and work began on August 8, 2012.Cleanup of all twenty-twoproperties was <br />completedbyAugust 24, 2012. The following materials werecollected and delivered to the <br />Orange County Landfill for disposal or recycling: <br />Brush/Vegetative Waste 23.31 tons <br />Metal/White Goods 6.15 tons <br />Tires 3.24 tons <br />Mixed Garbage/Trash 33.56 tons <br />Household HazardousWaste .46tons <br />Total Tons67.72tons <br /> <br />
